The Work You Will Do:

Contract Coordinator II  District Three / District Contracts / Milton Contracts

This position will oversee contractor activities on maintenance contracts. Create, issue and verify work documents to contractors. Verify invoices, generate pay estimates and enter data into MMS.

Your Specific Responsibilities:

Oversees contractor activities on maintenance contracts to assure that the contract documents are being adhered to and contract administration procedures are being followed.  Creates, issues and verifies work documents to contractors indicating work locations, pay item quantities of work to be performed, and date work is to begin/end, if required by contract.  Makes field reviews with contractor as needed. 

Verifies invoices, generates pay estimates in Project Construction and Florida Accountability Contracts Tracking System (FACTS) and enters data in the Maintenance Management System.  Completes Notice of Beginning and Ending letters, Contractor Field Performance Reports and other related documents as directed.

Develops and prepares the preliminary plans, specifications, preliminary estimates and related contract documents for all assigned contracts.  Conducts pre-work meetings to ensure the contractor understands scope of work and expected results.  Prepares contract renewal documents, draft maintenance agreements with municipalities, supplemental agreement drafts, contractor correspondence and other documents necessary for proper management of the contract as directed. 

Coordinates and assists in performing work need surveys to gather information for maintenance contract work plan.  Evaluates work plan for possible conflicts with existing utilities, other projects, local residents, cities and businesses.  Coordinates, participates, and directs the maintenance activity of the chemical herbicide program.

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

Knowledge of:

• engineering concepts and repair inspection. 

Skills in:

• overseeing and Administering contracts.
• verbal and written communications.
• using computer programs such as word, excel, and other department mainframe programs.
• analyzing and resolving problems using plans, specifications, contract documents and engineering judgement. 
•  interpret contract plans, standard specifications, design standards and a general understanding of engineering terminology.

• use procedures and specifications to develop maintenance contracts.

Licensure/Registration/Certification Requirements:

• A valid Class E driver's license is required. 
• All herbicide applicators shall be licensed by the Department of Agriculture and Consumer Affairs in three areas: core curriculum, right of way, and aquatics.
• The department will allow an employee under the direct supervision of a licensed applicator to train and gain experience for a period not to exceed twelve months, after which they shall be licensed.
• The incumbent is required to complete the following self-study courses within 11 months of being appointed into the position: Construction Math and Plans Reading.

Other Job-Related Requirements:

• While on-duty status, the position's incumbent may be required to drive a state owned or leased vehicle to perform the duties of this position. 
• Employee may be required to work with or around hazardous materials. 
• Responsible for adhering to the provisions and requirements of section 215.422, F.S. related State Comptroller's rules, and Department of Transportation's invoice processing and warrant distribution procedures.   
• The incumbent of this position is required to work with or around Department of Corrections inmates.

Minimum Qualifications:

• High School Diploma or Certificate of High School Equivalency.
• Two years of infrastructure design, construction, or maintenance experience.
• An Associate's Degree may substitute for the required experience.

This position requires a valid Class E driver license with an acceptable driving record in accordance with the Department's Driver's Record Requirements Policy. An unacceptable driving record is defined as any of the following:

1. three (3) or more moving violations in the past three (3) years that accumulate three (3) or more points per violation;
2. any two (2) convictions of reckless driving in the past three (3) years;
3. a suspension or revocation of the driver license for moving violations in the past three (3) years; and
4. a suspension or revocation for refusal to take a sobriety test, or any suspension or revocation for a DUI conviction, in the past four (4) years.
