Job Description:
POSITION GOAL
To ensure code compliance and satisfactory quality control during the plan review and construction phase of all construction projects in conformance with Florida Building Codes and the contract documents.
ESSENTIAL PERFORMANCE RESPONSIBILITIES
The Plans Examiner / Inspector - Building shall carry out the essential performance responsibilities listed below:
  • Supervise Construction Projects.
  • Perform plan review and inspections verifying compliance with the Florida Building Codes and the contract documents.
  • Inspect contractor's work to ensure compliance with contract documents, approved shop drawings, State Board of Education rules, all applicable codes, standards, and approved practices for quality control.
  • Prepare inspection reports utilizing written materials, photographs, video and other media to document contractor compliance with contract requirements and applicable codes and standards.
  • Review the construction documents to ensure compliance with contract documents, approved shop drawings, State Board of Education rules, all applicable codes, standards, and approved practices for quality control.
  • Monitor all testing performed in the field; i.e., soil test borings and compaction tests, concrete slump tests; monitor special testing in the laboratory, if required.
  • Observe inspections provided by municipal and other jurisdictional authorities relative to work in right-of-ways, off-site, or other project specific requirements.
  • Monitor project progress in relation to construction schedule and report quickly all unacceptable work, provide reinspection and report on the contractorcorrection of defective work.
  • Conduct spot inspections to verify the maintenance of as-built drawings and verify variations in the work from the latest drawings and specifications.
  • When requested, attend and participate in field meetings with project consultant, contractor and Facilities Department personnel.
  • Assist in the development of departmental inspection checklists, protocols, guidelines and procedures.
  • Participate, when requested, in the District's formal review of construction drawings, specifications, and other project documentation.
  • Assist in the inspection and evaluation of candidate properties facilities being considered for District purchase/use.
  • Provide occupancy inspections and certifications as required by the State Requirements for Educational Facilities.
  • Assist in solving field problems through recommendation and coordination with the Project Management team.
  • Assist, when requested, in monthly requisition meetings and verify amount of work completed for conformance to contractors' requests for payment.
  • Assist in inspections and preparation of """"Punch Lists"""" at substantial completion, final completion, and one-year guarantee periods.
  • Assist in the preparation of consultant and contractor Performance Evaluation Reports.
  • Attend meetings both day and evenings.
  • Provide necessary information for any pending litigations.
  • Perform and promote all activities in compliance with equal employment and non-discrimination policies of The School Board of Broward County, Florida.
  • Participate successfully in the training programs offered to increase the individualskill and proficiency related to the assignments.
  • Review current developments, literature and technical sources of information related to job responsibility.
  • Ensure adherence to good safety procedures.
  • Follow Federal and State laws, as well as School Board policies.
  • Perform other duties as assigned by the Chief Building Official or Assistant Chief Building Official.

MINIMUM QUALIFICATIONS & EXPERIENCE
  • An earned bachelor's degree from an accredited institution.
  • Must have a minimum of five (5) years of experience, within the last ten (10) years, in the field or trade related to the title of the position. OR
  • An earned associate's degree from an accredited institution.
  • Must have a minimum of eight (8) years of experience, within the last thirteen (13) years, in the field or trade related to the title of the position. OR
  • Standard high school diploma or satisfactory completion of an approved General Educational Development (GED) Testing Program.
  • Must have a minimum of ten (10) years of experience, within the last fifteen (15) years, in the field or trade related to the title of the position. AND
  • Must hold a current Standard Certificate as a Florida Building Inspector and Building Plans Examiner issued by the Florida Department of Business and Professional Regulations, as per FS 468.
  • Required experience in the completion of plan reviews and inspections.
  • Experience in the understanding and interpretation of contract documents, codes and regulations.
  • Computer skills as required for the position.

PREFERRED QUALIFICATIONS & EXPERIENCE
  • State of Florida General Contractor's License.
  • Experience understanding and interpreting School Board Policies.
  • Bilingual skills preferred.

SIGNIFICANT CONTACTS-frequency, contact, purpose
Frequently communicates with Area Directors, Principals, internal Facilities and Construction and Maintenance Operations staff as well as external consulting firms and materials manufacturers to ensure effective construction plans and/or building inspections by eliminating code and construction deficiencies to produce safe, cost effective projects which are completed in a timely manner.
PHYSICAL REQUIREMENTS
Medium work: Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently and/or up to 10 pounds of force as needed to move objects.
TERMS OF EMPLOYMENT
Salary and benefits shall be paid consistent with the District's approved compensation plan. Length of the work year and hours of employment shall be those established by the School Board.
