Summary
You will serve as a LEAD CONTRACT SPECIALIST in the Contracting Department (Code 400) of PSNS and IMF, located in Bremerton, WA.

Duties
Help
  • You will perform a full range of contracting functions including awarding, administering, negotiating, terminating and closing out various types of cost and fixed price contracts.
  • You will perform or direct in-depth evaluations of financial and technical capabilities or performance of potential contractors.
  • You will oversee and perform the contracting actions necessary for the successful completion of projects or availabilities.
  • You will prepare solicitations in the Standard Procurement System (SPS) or in other procurement systems as may be authorized.
  • You will serve as lead contracting specialist and negotiator.
  • You will plan and execute the negotiation strategy, coordinate contract execution with program and technical analysis teams, and lead negotiations through to conclusion.
  • You will monitor contractor technical performance over the life of the contracts.
  • You will serve as a Team Lead in a senior technical specialist role as a non-management, non-supervisory employee.
  • You will receive work assignments or packages from Supervisory Contract Specialist, review work packages for completeness, and make further workload assignments with their assigned team of contract specialists.
  • You will perform extensive and routine on-the-job training to new employees, interns, and lower level staff members in accordance with established procedures and practices.
  • You will be required to travel to various off-station locations.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You will be required to obtain and maintain a current valid United States driver's license.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.

Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector as a professional contract specialist leading and performing pre-award and post-award functions for a variety of complex contractual actions such as conducting market research, developing solicitations, evaluating proposals, negotiating terms, and administering contracts and modifications to procure supplies or services for an organization.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions for GS-13 and above:
A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
AND
B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.
D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.
