Job description

Spectra Tech is hiring a Manager of Engineering Staff Augmentation Contracts for our coporate office.

The Manager oversees workforce deployment, client relations, and regulatory compliance specifically for technical personnel placed with Department of Energy (DOE) prime contractors and subcontractors. Key responsibilities include winning new contracts, managing contract lifecycles, ensuring federal compliance, and aligning engineering talent pools with specialized site needs.

Core Responsibilities:
  • Growth Management: Work within the existing corporate values structure to achieve divisional and organizational performance revenue and net operating profit goals. Track and identify business opportunities, develop teaming strategies, and work with Spectra Tech proposal team to submit winning proposals.
  • Contract Administration: Oversee client end-to-end execution, modifications, and contract closeouts. Issue and monitor purchase orders to subcontractors as needed.
  • DOE Compliance & Regulations: Ensure adherence to DOE acquisition regulations, site-specific standard operating procedures (SOPs), and strict security clearance requirements (such as active Q or L clearances).
  • Client Relationship Management: Act as the primary liaison to DOE prime contractors and subcontractors, managing workforce sizing, performance metrics, and rapid placement of specialized engineering disciplines (nuclear, mechanical, electrical, systems, and environmental).
  • Resource & Talent Deployment: Coordinate with internal recruiting to supply the correct skill-mix of engineering resources at the right time, monitoring deployment milestones and onboarding qualifications.
  • Risk & Issue Mitigation: Track contractor performance, resolve labor or billing disputes, and manage compliance changes or flow-down provisions under federal contracting guidelines.
Qualifications:

Education: Bachelor’s degree in Engineering, Business Administration, Supply Chain, or a related field.

Experience: 12+ years of experience in government contract management or workforce solutions, with at least 3–5 years focused specifically on DOE, NNSA, or National Laboratory staff augmentation environments.

  • Ability to travel ~50% within the US.
Required Experience:
  • Providing overall leadership and management for assigned projects and tasks.
  • Selecting and hiring engineering/technical staff.
  • Providing administrative guidance to field staff.
  • Responsibilities for overall management, scheduling, and priority of the tasks and projects assigned.
  • Participating in department and site-wide programmatic issues resolution and quality improvements.
  • Developing engineering staffing proposals.
  • Working with diverse teams to deliver results.
OTHER REQUIRED QUALIFICATIONS

Area Security Access: Candidate must be able to obtain and maintain a DOE “Q” security clearance. An active DOE clearance is not initially required to perform assigned duties.
