Do you have experience working at the NRO? Then get ready for your next adventure. RTI is seeking Program Control Analysts (PCA) for a proposal effort. The PCA must have experience in supporting the COMM and PC Directorate.

Position Description

Provide financial and budgetary support services and execute tasks as directed by the Contracting Officer or the Contracting Officer’s Technical Representative using the Government-furnished tools supporting NRO/COMM functions. Distribute products and deliverables via COMM-approved information sharing environment. These highly visible functions require all personnel to have expertise and competencies relevant to the administration and operation of a large, technically oriented organization and the requisite clearances and accesses to interact within a highly classified, multi-compartmented National Security organization.

Program Control Analyst (PCA) performs a variety of resource and acquisition management duties in support of NRO Program, Office, Directorate, and Staff components. PCAs focus specifically on the resource planning, analysis, and execution of Information Technology (IT) development and operational programs and large space system development, acquisition, and operation programs and need to interact with a multidisciplinary technical workforce and development contractor in the accomplishment of their duties.

The Government requires PCAs to perform contract analysis and actions. The contract analysis activities include monitoring the commitment, obligation, and expenditure of funds throughout the lifecycle of the contract, and assisting in the evaluation of contract execution, source selection activities, assessing the impact of developing trends and issues using appropriate methodologies (CFSR, PMR, CDRL) to determine if the contract is proceeding within available resources.

The nature of PCA work varies from assisting in complex analyses at the project and program level (Entry Level) to independently performing more complex analyses using multiple analytical techniques and interaction with senior management at the Program Office and Directorate level (Intermediate Level); to cross program analysis at the Program Office through Staff levels with executive management and external oversight interaction involving acquisition strategies, financial controls and strategic direction (Senior Level).

Contractor personnel at the Senior Level shall perform all tasks and demonstrate the expected skill sets of an Entry Level PCA, an Intermediate Level PCA, and the following:

Expected Skill Set
  • Demonstrated knowledge of various quantitative techniques used to analyze data, develop models, and interpret results. Competencies include descriptive statistics, trend analysis, learning curve theory, modeling, and simulation
  • Demonstrated knowledge of IC budgetary principles and procedures
  • Demonstrated knowledge of acquisition management regulations, practices, policies, and procedures including major system acquisition lifecycle resource planning practices and procedures, and Acquisition Program Baseline development and PMPs
  • Demonstrated experience in the application of cost analysis methodologies in a major system acquisition environment
  • Demonstrated ability to recognize when decisions or information should be referred to a higher authority
Expected Education and Experience
  • Bachelor’s degree in a Technical or Business-related discipline OR any bachelor’s degree with an advanced degree in a technical or business-related discipline AND 12 years of relevant experience OR High School Diploma AND 16 years of relevant experience.
