Summary
This position is assigned to the Department of Veteran Affairs, Veterans Health Administration (VHA), Veterans Transportation Services (VTS), Ambulance Service, in various VA Medical Center (VAMC) locations with an emergency room, acute care or urgent care clinic, or other similar departments performing basic and advanced life support procedures. This position performs technical duties as a Paramedic (Basic and Advanced Life Support Services).

Supervisory Duties
  • Oversee/monitor all aspects of the Ambulance Services Program (ASP).
  • Evaluates procedures/techniques of patient care for compliance with emergency medical service protocols.
  • Plans the work of the ASP employees, setting and adjusting both short and long-term priorities and goals.
  • Takes corrective action to improve the quality and quantity of work and resolves problems not covered by precedents or established policies related to Ambulance Services.
  • Incumbent ensures the operation of an effective system of internal controls by periodically reviewing internal control measures, initiating needed revisions, and evaluates procedures/techniques of patient care for compliance with emergency medical services protocols.
  • Interviews candidates for ASP positions and recommends appointment, promotion, or reassignment to such positions.
  • Observes workers' performance, develops performance standards, and conducts work performance critiques related to the performance of Ambulance Services.
  • Provides informal feedback and performance evaluations for all ASP subordinates. Incumbent resolves formal and informal complaints not directed towards themselves.
  • Prepares and recommends awards or bonuses for subordinate positions and changes in position classification.
  • Develops work improvement plans related to Ambulance Service personnel and effects routine disciplinary measures as necessary.
  • Provides advice and counsel to workers related to work and administrative matters concerning the ASP.
  • Assures that subordinates are trained and fully comply with the Department of Veterans Affairs Emergency Medical Services and Nationally Registered Emergency Medical Technician training programs.
  • Act as a liaison to the EMS community and Ambulance Service Program Medical Director, and track ambulance transport statistics.

Paramedic Duties:
  • Responds to on-site accidents and other emergencies involving injury and illnesses, sometimes encountering situations which may be life threatening.
  • Determines and prioritizes appropriate medical treatment/procedures and need for additional assistance. circulatory system, skeletal system, orthopedic system, motor and sensory skills, and level of consciousness.
  • Determines, with due regard to the patient's condition, if and how the patient can be moved and to which medical facility the patient should be transported.
  • Prioritizes treatments for patients having multiple problems and employs a variety of advanced emergency medicine techniques, methods, and equipment during transport to the appropriate medical facility.
  • Administers basic and advanced life support care at emergency scene in accordance with established medical standards, which may include providing advanced cardiac life support (ACLS), international trauma life support (ITLS), PALS, PEPP, advanced airway management, CPR, and/or drug treatments.
  • Performs invasive and non-invasive procedures on patients with life threatening and non-life-threatening conditions per established procedures or as authorized/directed by physicians.
  • Responds to cardiac and respiratory emergencies, performs cardiac monitoring and defibrillation; maintains circulation controls bleeding and provides spinal management and immobilization.
  • Provides fluid resuscitation by IV and manages trauma injuries, bleeding, and post-traumatic shock.
  • Follows safety procedures, utilizes safety equipment, and monitors work environment to ensure safety of employees and other individuals.
  • Takes appropriate measures to prevent disease transmission or exposure to bodily fluids.

Ambulance/Transport Vehicle Operation:
  • Selects the most efficient route to and from sites, taking into consideration traffic patterns, health facility locations, etc.
  • Operates the emergency transport vehicle and uses telephone and radio communications equipment and systems.
  • Read highway maps, program GPS devices, read and follow instructions in order to locate and complete assigned tasks.
  • Adheres to traffic ordinances and regulations pertaining to operation of emergency vehicles.
  • Supervisory Paramedics will perform other related duties as assigned.

Work Schedule: Supervisory Paramedics may work rotating shifts, including holidays, and are subject to occasional recall to maintain adequate coverage of the Emergency Department and ambulance service 24 hours a day, 7 days a week. Mandatory overtime may be required due to run times that may extend beyond normal scheduled work hours. Initial schedule Monday - Friday; 7:30am - 4:00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/31/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
SELECTIVE PLACEMENT FACTOR (SCREEN-OUT) - FOUR Selective Placement Factors (SPF) have been identified for this position. Selective Placement Factors (SPF) are a prerequisite to appointment and represent minimum requirements for the position. Applicants who do not meet the SPF are ineligible for further consideration.
  1. Must possess a valid/current state issued license/certification for eligibility for employment (Paramedic).
  2. Must possess and maintain current Basic Life Support Provider (BLS) Certification. (CERTIFICATIONS REQUIRED to receive credit for further consideration).
  3. Must possess and maintain Advanced Cardiac Life Support Provider Certification. (CERTIFICATIONS REQUIRED to receive credit for further consideration).
  4. Possess a valid and unrestricted state driver's license. (Please DO NOT provide driver's license. We may not accept pictures. This requirement will be verified during interview).

Condition of continued employment: Paramedic shall obtain certification as a National Registered Emergency Medical Technician (Paramedic) no later than (NLT) 18 months after employment as condition of continued employment with VA.
IN ADDITION TO MEETING THE BASIC REQUIREMENTS LISTED ABOVE, YOU MUST MEET THE FOLLOWING GRADE REQUIREMENTS TO QUALIFY FOR THIS POSITION.
You may qualify based on your experience as described below:
GS-11 GRADE REQUIREMENTS: Must have one of the following:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS 9) in the Federal Service that has given me the particular knowledge, skills and abilities required to successfully perform the duties of a Supervisory Paramedic. Positions in this series range widely in type and include support duties to medical or health personnel such as audiologists, speech pathologists, medical officers, and optometrists. Therefore, technician experience is experience that required application of the knowledge, methods, and techniques of the position to be filled. Examples of specialized experience are:

  • serving as a lead/supervisor and technical advisor pertaining to emergency medical services and overall management and supervision of the emergency patient transportation and Ambulance Service Program (ASP)
  • manages oversite and/or coordination with tenant activities, private medical organizations and smaller installations under their jurisdiction
  • develops, coordinates, and implements programs, budgets, policies, regulations, and emergency response procedures
  • serves as technical advisors to management on all matters pertaining to emergency medical services and ambulance transportation matters
  • makes an independent preliminary assessment of the patient's condition and selects from a variety of prescribed protocols the one that is considered appropriate under the given circumstances
  • retains broad knowledge and skills sufficient to provide and gather information on the human body structure, function, illnesses and diseases, and the treatment procedure supporting patient charting and goals for the assigned patient for the purpose of communicating with the patients and nursing/medical staff members; and performs thorough safety and operator maintenance inspections and makes minor repairs on a variety of emergency ambulances, patient transport vehicles, and medical equipment.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: his position involves extended periods of heavy moving and lifting of patients in a variety of situations. Generally, the work requires recurring bending, lifting, stooping, stretching, and positioning of patients, frequently under adverse conditions or in confined areas. May be required to spend prolonged periods in protective breathing apparatus and protective closing during chemical, nuclear, biological, or hazardous materials incidents/exercises. Employee may be exposes to infection and contagious diseases, and may involve exposure to patients who are intoxicated, under the influence of drugs, or mentally unstable resulting in belligerent and sometimes violent behavior.
