SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-9 for the GS-11 position, grade GS-11 for the GS-12 position or equivalent in other pay systems. Examples of specialized experience include: knowledge of the laws, regulations, and policies regarding munitions clearance and residue management; ability to apply new scientific findings, developments, and advances, and solve complex problems; knowledge and skills to develop or refine solutions or recommendations to complex problems; working knowledge of operational concepts and contract management experience. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-9 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Knowledge of Explosive Ordnance Disposal methods and techniques is required.
- Knowledge and experience of aircraft/air vehicle ground and flight operations, maintenance, industrial and physical security, and logistics procedures and practices.
- Knowledge of DoW range management responsibilities, including environmental compliance, natural and cultural resource management, munitions management, and military use of airspace is required.
- Skill and ability to develop, conduct, apply, and adapt qualitative and quantitative techniques to solve Air Force test and evaluation operational and support problems or define and clarify alternative solutions.
- Experienced in coordinating with multiple agencies, organizations, and contractors to achieve objectives. Experience monitoring contractor work performance to include reviews of technical documents.
- Graduate of US Naval School Explosive Ordnance Disposal School is required.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
