Description
TEMPORARY POSITIONS:
Employees appointed to temporary positions may also gain membership in the civil service upon satisfactory completion ofan initialprobation period of at least six months. Once you become a member of the civil service, you become eligible to apply for promotion and transfer opportunities to permanent as well as other temporary positions
Within the Central Purchasing Agency, independently performs the full range of sub-professional contract activities for all County departments; processes grant awards from the County of Maui to various outside agencies; reviews, drafts, and examines procurement documentation; advises departments and vendors of documents and requirements to execute and fulfill contracts; and performs other related duties as required.
Distinguishing Characteristics:
This class is distinguished by its responsibility to perform technical contract and grant management activities for all County of Maui departments, agencies, and programs.
Examples of Duties

  • Reviews, edits, and processes all contracts including construction, engineering, consultants, professional services, equipment purchases, independent services, and the repair/maintenance of equipment and facilities, etc. for conformance with procurement requirements;
  • Processes grant awards from the County of Maui to various outside agencies;
  • Reviews, drafts, and examines necessary procurement documentation for adequacy of specifications;
  • Serves as a liaison with Corporation Counsel and other departments and agencies to ensure propriety of funds and legality prior to execution of contract;
  • Coordinates the activities and responsibilities necessary to facilitate the entirety of the contract administration;
  • Reviews executed contracts and ensures necessary signatures and documents are obtained;
  • Tracks status of and provides information on contracts, specifications and procedures as required;
  • Records and maintains all contract and grant information into the applicable systems and assigns contract and grant numbers;
  • Prepares transmittal letters for distribution of executed contracts and grants to contractors and appropriate departments;
  • Maintains applicable State Procurement websites and County of Maui's Civic Plus websites of executed contracts and notices;
  • Advises departments on current procurement policies, procedures, and requirements related to construction, engineering, goods, services and consultant contracts, and assures compliance;
  • Recommends amendments to departmental rules and procedures on processing of contract documents;
  • Maintains operational and statistical data and prepares periodic reports on contracts and grants;
  • Performs other related duties as required.

Minimum Qualification Requirements
Training and Experience: A combination of education and experience substantially equivalent to graduation from high school and five (5) years of clerical work experience, three (3) of which shall have included the review and processing of contracts and related legal documents in conformance to pertinent laws, policies, and procedures.
License Requirement: None
Knowledge of: State procurement laws, federal regulations, and county policies and procedures applicable to construction, engineering, consultants, personal services, equipment purchases, independent services, and the repair/maintenance of equipment and facilities contracts; bidding procedures and regulations; contract forms; office practices and procedures; computer applications; grammar, spelling, and word usage; use of standard office machines and equipment, including personal computers, peripheral equipment, and software applications.
Ability to: Review, edit, and process contracts in accordance with prescribed laws and regulations; understand, explain, and apply applicable provisions of ordinances, laws, and regulations governing contracting procedures; maintain records and prepare reports; maintain effective working relationships with others; deal courteously and effectively with the public; operate standard office machines including desktop computers and peripherals; use a personal computer.
