The Opportunity

This position is contingent upon contract award and is part of a PROPOSAL EFFORT.

RCG is seeking an experienced Lead Software Developer to lead and support end-to-end software development and software acquisition activities at our government customer site in Silver Spring, MD.

The Lead Software Developer will provide technical leadership across requirements analysis, software acquisition, application development, database technologies, testing, integration, deployment, maintenance, and web development. This position will support the evaluation and implementation of in-house, Commercial Off-the-Shelf (COTS), and Government Off-the-Shelf (GOTS) solutions.

The successful candidate will work closely with technical teams, end users, and government stakeholders and will take direction from the Program Manager.

What You'll Do

Software Acquisition & Requirements Analysis

  • Lead and participate in software acquisition support activities, including evaluation of customer requirements and development of technical recommendations.
  • Conduct software system reliability assessments, return on investment (ROI) analyses, cost-benefit analyses, product alternative evaluations, and make-versus-buy assessments.
  • Evaluate COTS and GOTS solutions and recommend appropriate acquisition and implementation strategies.
  • Identify, gather, analyze, and document requirements for new COTS and GOTS software applications, including platforms such as AODocs and Smartsheet.
  • Recommend software configurations, licensing approaches, upgrades, and technical support requirements.
  • Evaluate and test emerging technologies, cloud-supported software products, development languages, and standards.
  • Evaluate, test, and document COTS/GOTS development and engineering products.
  • Ensure proposed COTS/GOTS products satisfy applicable cybersecurity, federal security, acquisition, evaluation, and validation requirements, including NIST guidance.
  • Support demand-management planning and forecasting for future growth.
  • Recommend acquisition strategies, customization approaches, implementation plans, and operations and maintenance requirements.

Software Development & Technical Leadership

  • Lead and support a software development team responsible for developing, maintaining, enhancing, and supporting mission-critical applications.
  • Assist with software development project planning, including scope, schedules, implementation activities, and technical deliverables.
  • Design, develop, install, configure, upgrade, test, deploy, and maintain new and existing systems, software applications, websites, dashboards, and databases supporting customer operations, offices, and programs.
  • Develop clear coding and implementation plans and conduct preliminary testing.
  • Provide technical expertise in application architecture, software design and development processes, and product and service delivery.
  • Analyze existing system prototypes and software requirements.
  • Perform or oversee preliminary and detailed design, coding, unit testing, integration testing, and associated technical documentation.
  • Design and implement customized workflows, features, web components, and backend functionality for custom GOTS solutions.
  • Provide technical leadership throughout the Software Development Life Cycle (SDLC).
  • Troubleshoot and resolve issues affecting existing and newly developed applications and system configurations.
  • Provide Tier 1-3 support for internally developed software applications.
  • Lead complex scientific computing activities involving Windows, web, application, and database environments.
  • Analyze software and application performance and produce application, website, and operational statistics and reports as required.

  • Prepare and deliver software development reviews and system/user documentation.
  • Maintain documentation for hardware and software configuration and deployment.
  • Follow established Change Management and Configuration Management policies and procedures.
  • Comply with applicable federal IT policies, mandates, standards, and guidelines.
  • Support development environments operating under CMMI Level 3 processes and Agile software development methodologies.

Web Development

  • Lead and support personnel responsible for web design, content development, client/server-side configuration, and webpage support.
  • Support, maintain, and update public-facing websites using Drupal or other approved Content Management Systems.
  • Collaborate with web governance committees and other stakeholders as required.
  • Perform or oversee webmaster responsibilities, including the design, update, and management of intranet sites supporting customer offices and programs.

  • Demonstrated senior-level software development experience with technical leadership responsibilities.
