The Municipality of Angoulême is recruiting within the Direction of Social Cohesion, Territorial Social Development Service, a Service Manager (M/F) (Territorial Attachés– Grade A), placed under the responsibility of the Director of Social Cohesion, Prefecture of Charente, the city of Angoulême, with nearly 42,000 inhabitants, is also the center of the first agglomeration of the department (141,000 inhabitants). Capital of the Image, designated UNESCO Creative City in 2019, it benefits from a strategic position on the Paris-Bordeaux axis. Piloting the service and managing the team. Organization and supervision of the service missions composed of 3 agents: - follow-up of social centers and solidarity associations, local contract for social life animation - citizen engagement and youth programs - urban and social management of proximity. Management of the budget allocated to the different missions and planning of expenses (financial follow-up within the budget framework defined by the direction). Management and administrative piloting of the service (reporting, vacations, annual interviews, evaluations…) Ensuring the achievement of objectives and requests from the hierarchy and/or elected officials. Writing notes, reports, summaries related to the service activity. Piloting, coordinating and managing the territorial aspect of the city contract. Helping to define the political orientations of the municipality on the political quarters of the city. Animate the internal committees (steering committee, follow-up committee) and mobilize the partnerships and the directions on the operational declinations. Advise and support project promoters. Pilot and ensure the operational and budgetary follow-up in the framework of the annual call for projects. Participate with the pilots in the animation of the city contract and its different instances. Coordinate, organize and follow up the citizen participation. Design, develop and pilot projects of citizen participation. Develop information systems and participatory processes with the inhabitants and the local actors on the projects. Animate technical working groups and professional networks. Participate in the conception and development of communication supports. Accompany the operational directions in their participatory approaches.

Expected skills: Knowledge of the territorial environment. Knowledge of the role and attributions of institutional partners. Knowledge of the methods of diagnosis, analysis and evaluation. Ability to implement the project methodology. Writing and synthesis skills. Mastery of computer and office tools. Aptitude for management. Rigor, availability and sense of organization. Special constraints and duties. Working time: Monday to Friday - 25 days of leave and 23 days of additional leave, on the basis of 39 hours per week (Several other work time scenarios possible). Possible time constraints outside the classic hours in connection with meetings with partners and/or the implementation of projects.
