Job description

SiteForce Project Manager (Elkhart/National/Traveling)

Concrete Strategies has launched a new, specialized business unit focused exclusively on self-performed General Requirements / General Conditions services across projects nationwide. We are seeking a National / STL General Requirements Project Manager to lead jobsite logistics, manpower coordination, contract administration, financial tracking, and billing for this growing operation with project ranging from $2million to over $200million. This position is an onsite role (currently Elkhart Indiana) with heavy nationwide travel expected.

This role functions similarly to a traditional construction Project Manager but is intentionally narrower and deeper—focused solely on GR/GC scopes such as site services, temporary facilities, logistics support, trailers, tents, and other specialty self-perform services. The position offers significant visibility, ownership, and long-term growth potential as the business unit scales nationally.

Key Responsibilities:

Project Financial Management & Invoicing

  • Manage monthly invoicing for GR/GC services across all active national projects.
  • Track and reconcile labor, equipment rental, temporary facilities, and material costs.
  • Ensure invoiced amounts align with executed contracts, T&M logs, and field reports.
  • Coordinate with accounting on billing schedules, collections, and revenue tracking.
  • Participate with internal and client project team and preconstruction services to development of projects chart of accounts for GR and Site logistics plan.
  • Contribute to forecasting and analyzing monthly cost projections.

Contracts, Proposals & Negotiation

  • Develop, price, and submit proposals / bid evaluations for General Contractors covering GR/GC/Self-perform scopes.
  • Negotiate contract terms, rates, and scope definitions with GC clients.
  • Source, negotiate, and manage agreements with labor partners, specialty subcontractors, and vendors for equipment and material.
  • Review contract language for risk, billing alignment, and scope clarity.

Equipment & Material Cost Tracking

  • Track national equipment rentals, consumables, and material purchases tied to GR scopes. Procure competitive vendor pricing and perform bid evaluations.
  • Validate cost allocation by project and ensure proper recovery through billing.
  • Monitor trends and variances to protect margins across projects.

National Manpower Planning & Coordination

  • Plan, deploy, and manage self-perform GR manpower across multiple jobsites nationwide.
  • Coordinate labor needs with internal operations leadership and field supervision.
  • Balance manpower demand across regions to maximize utilization and minimize downtime.
  • Act as the primary point of contact for manpower adjustments with General Contractors.

Operations & Client Coordination

  • Serve as the primary liaison between Concrete Strategies, GC project teams, and labor partners. Monitor and record training of all staff personnel.
  • Support project startups, scope changes, quality process, and manpower ramp-ups.
  • Resolve manpower, scope, schedule, and billing disputes quickly and directly.
  • Maintain consistent communication with internal leadership on workload, risk, schedule, close-out, and performance.

Business Unit Growth & Development

  • Help establish processes, templates, and standards for the GR/GC self-perform group.
  • Identify opportunities to expand services, improve efficiency, and increase profitability.
  • Play a key role in shaping the long-term structure of the business unit and mentorship of the team

Required Qualifications

  • 5+ years of experience as a Project Manager, Senior Project Engineer, or similar role in construction.
  • Our clients and projects are nationwide – heavy travel will be required
  • Strong understanding of General Requirements / General Conditions scopes.
  • Proven experience managing labor, cost tracking, and monthly billing.
  • Contract review, negotiation, and proposal development experience.
  • Strong financial acumen with the ability to track costs, margins, and recoverables.
  • High proficiency in Microsoft Excel and standard project management software.
  • Ability to manage multiple projects simultaneously across different regions.
  • Direct, professional communication style with clients and partners.
  • Strong project safety record and commitment to safety and quality.
  • Ability to walk the jobsite, climb ladders / multi-story scaffolding, and lift objects 50lbs.

Preferred Qualifications

  • Experience working for or with General Contractors.
  • Experience managing T&M and self-perform scopes.
  • Familiarity with Procore, Autodesk Build, or similar systems.
  • Experience working with union and non-union labor partners.
  • Entrepreneurial mindset—comfortable building structure where little exists
