Job description

We are seeking a skilled and detail-oriented Concrete Estimator with strong experience in heavy civil infrastructure and water/wastewater treatment plant (WTP/WWTP) projects. The ideal candidate will be responsible for preparing accurate and competitive cost estimates for concrete scope in large-scale public and private projects, including foundations, structural concrete, flatwork, formwork systems, tanks, containment, and specialty applications.
Key Responsibilities
Estimate Preparation:
  • Ensure project specifications are thoroughly reviewed, confirmed, and implemented to minimize rework, control costs, maintain quality standards, and align stakeholder expectations throughout the project lifecycle.
  • Review project plans, specifications, geotechnical reports, and addenda.
  • Prepare quantity takeoffs for concrete, rebar, formwork, embeds, and accessories.
  • Solicit and evaluate pricing from subcontractors and material suppliers.
  • Develop detailed cost estimates for all phases of concrete work.

Bid Management:
  • Manage bids from start to finish, including attending pre-bid meetings and site visits.
  • Coordinate with general contractors, engineers, and owners to clarify scope and answer RFIs.
  • Assemble complete bid proposals with supporting documentation and assumptions.

Scope Analysis & Risk Management:
  • Analyze scope of work and identify risks, exclusions, and opportunities.
  • Provide value engineering options and cost-saving recommendations.

Collaboration:
  • Work closely with project managers, field supervisors, and superintendents to ensure constructability and production alignment.
  • Participate in handoff meetings and provide technical input to project teams post-award.

Software & Tools:
  • Use estimating software such as HeavyBid, HCSS, Bluebeam, On-Screen Takeoff (OST), and Microsoft Excel.
  • Leverage 3D models and digital tools when available.

Requirements
  • Bachelor's degree in Construction Management, Civil Engineering, or equivalent work experience.
  • Minimum 5+ years of concrete estimating experience in heavy civil or industrial construction.
  • Proven experience with water/wastewater treatment plants, pump stations, and large civil structures.
  • Strong knowledge of concrete construction techniques and sequencing.
  • Ability to interpret complex drawings, specs, and contract documents.
  • Familiarity with local codes, labor rates, and union/non-union labor considerations.
  • Excellent organizational, written, and verbal communication skills.
  • High attention to detail and analytical problem-solving.
  • Ability to manage multiple deadlines in a fast-paced environment.

Preferred Qualifications:
  • Experience with public works / government-funded infrastructure projects.
  • OSHA 30 certification or other construction safety training.
  • Professional affiliations (e.g., ACI, ASCE, CMAA) a plus.
