Position Summary
The City of McMinnville is hiring an Engineering Technician. This position performs journey-level technical engineering work including administering engineering surveys, collecting engineering data, drafting and design engineering work, field checking and drafting maps, inspecting structures and construction projects, preparing contract data for engineering projects, and ensuring that professional standards and requirements are met for the issuance of permits.
This posting will remain open until filled, with a a first review of applications on Monday, August 24th.
Essential Job Functions
ESSENTIAL JOB FUNCTIONS:
Project and Plan Review and Support
  1. Assists with the preparation of design plans, specifications, and contract documents for City public works projects, such as streets, stormwater, and sanitary sewers.
  2. Takes and records field measurements, prepares preliminary designs, calculates quantities, and prepares cost estimates.
  3. Reviews construction plans for public and private developments for completeness and compliance with local, state, and federal standards and submits to City Engineer or designee for approval following corrections.
  4. Reviews tentative plans of subdivisions and final subdivision plats for completeness and compliance to City ordinances, codes, and State law. Submits review comments to City Engineer or designee for private development applications.
  5. Provide information to developers, contractors and the general public regarding engineering and constructions requirements and handles with public complaints regarding constructions projects.
  6. Prepares development agreements for subdivision projects.
  7. Conducts or arranges pre-construction meeting for subdivision improvements.
  8. Performs a variety of drafting assignments related to Public Works projects using manual and computerized methods; creates and updates drawings, maps, graphs, and charts for engineering use; and provides data to the City's GIS Specialist.

Engineering Department Support
  1. Assists with implementation and administering the City's Defective Private Sewer Lateral Replacement Program.
  2. Transfers "as-built" record drawings to AutoCAD base maps.
  3. Reviews and routes Right-of-Way permits for work performed by others within City Rights-of-Ways.
  4. Locates and marks City-owned utilities within the City Right-of-Way.
  5. Reviews legal descriptions (e.g., deeds, easements, annexation ordinances).
  6. Files inspection reports with the State, as required.
  7. Calculates and assesses fees and charges for new development based on City ordinances, including system development charges and engineering fees.
  8. Prepares project staff reports and memorandums.
  9. Serves as liaison for the Department with other City departments, divisions, outside agencies and intergovernmental committees as assigned.

Inspections
  1. Inspects work performed by contractor for compliance to plans and specifications. Maintains appropriate progress records.
  2. Reviews compaction tests of trench backfill, sub grade and base course.
  3. Witnesses various testing of sewer lines, manholes, pipes, and internal television inspection of pipes.
  4. Inspect sidewalk, driveway, and curb ramps to ensure compliance with City, State, and Federal guidelines.

GENERAL JOB FUNCTIONS:
  • Establish and maintain effective working relationships with staff, other agencies, and the public.
  • Perform other duties as assigned within the scope of the classification.
  • Participate in committees when requested.
  • Maintain proficiency in job requirements which may include attending training and meetings, reading materials, and meeting with others in areas of responsibility, which may require travel.
  • Maintain work areas in a clean and orderly manner.
  • Maintain confidentiality, data integrity, and comply with all related city, state, and federal standards related to confidentiality.

Qualifications
REQUIRED QUALIFICATIONS:
Any equivalent combination of education and experience which provide the knowledge, skills, and abilities required to perform the duties as described. A typical way to qualify would be associates' degree in civil engineering/survey and/or three years of increasingly responsible experience related to the duties and responsibilities of an Engineering Technician.
Knowledge of:
  • Civil engineering principles and methods.
  • Computers and software related to drafting and engineering design.
  • Survey principles and practices.
  • Inspection and design principles and practices
  • City codes, property descriptions and professional standards.
  • Mathematical computations through trigonometry.

Skill and Ability to:
  • Operate a variety of computer software programs including CAD software, asset management software, and permitting software.
  • Use manual and electronic survey equipment
  • Prepare maps and designs from field investigation notes
  • Prepare documentation and write clear and concise reports.
  • Design engineering projects using CAD software.
  • Interpret and review engineering plans and specifications.

Oregon Building Codes Division - Limited Plumbing Inspector (PIS) Certification
Supplemental Information
WORKING CONDITIONS:
The position requires regular (60-80%) ability to use dexterity and fine motor skills assemble, build or repair machines or other objects. Continuous (81% of the time) use of office equipment. The position requires little (0-5%) physical effort such as lifting, carrying, or movement, etc. Movements required to complete work are not difficult, and only require a usual degree of agility and hand eye coordination. The work environment is protected with only some occasional hazards or obstacles (20-40%). There is a moderately low level of personal risk or hazard. Job conditions are occasionally uncomfortable, with moderate (20-40%) issues of confinement, temperature change, incident of noise, or interactions of a disagreeable nature, inside/outside work, dirty conditions, exposure to contagious disease, etc. Driving is a major responsibility for this position.
SUPERVISORY RESPONSIBILITIES:
Supervision of others is not a typical function assigned to this position. May provide training and orientation to newly assigned personnel and may assign work to student workers.
SUPERVISION RECEIVED:
Works under the general direction of the City Engineer and Engineering Project Manager.
