Job description

Location: Indo-Pacific Region (Including Diego Garcia)
 
ECC is seeking candidates for a Quality Control (QC) Manager that is responsible for managing the Contractor Quality Control (CQC) program and organization for assigned construction projects to ensure full compliance with the approved Quality Control Plan, contract documents, and applicable engineering and construction standards. The QC Manager serves as the primary point of contact with the client and government representatives on all construction quality matters and is responsible for ensuring that all construction activities meet contract requirements, design specifications, and applicable building codes.
 
The QC Manager must be a registered Professional Engineer (PE) and possess demonstrated experience overseeing quality control for vertical and/or horizontal construction projects, including coordination with contractors, subcontractors, testing agencies, and government representatives. In this position, you will:
  • Manage and implement the Contractor Quality Control (CQC) Program in accordance with contract requirements, approved Quality Control Plan, and company standards
  • Ensure all construction activities comply with contract drawings, technical specifications, approved submittals, applicable building codes, engineering standards, and federal construction requirements
  • Serve as the primary liaison with the client, government representatives (including USACE, NAVFAC, or equivalent), and project stakeholders on all construction quality matters
  • Implement, manage, and document the Three-Phase Control Process (Preparatory, Initial, and Follow-Up inspections) to verify construction work is performed in accordance with contract requirements
  • Conduct and coordinate daily construction inspections to verify workmanship, materials, and installation meet approved project requirements
  • Facilitate QC meetings, preparatory meetings, and coordination meetings with subcontractors and project team members; document and distribute meeting minutes
  • Ensure all required construction materials testing and inspections are properly scheduled, performed, documented, and meet contract requirements
  • Inspect and document receipt, storage, and installation of construction materials and equipment to ensure compliance with approved submittals and specifications
  • Review, process, and track construction submittals to ensure compliance with contract drawings, specifications, and project requirements
  • Prepare and maintain required quality control documentation including daily QC reports, inspection reports, testing logs, deficiency logs, and project quality records
  • Generate, review, and track Requests for Information (RFIs) to resolve technical questions and ensure proper construction execution
  • Identify construction deficiencies, non-conforming work, and quality issues; coordinate corrective actions and verify completion
  • Initiate stop work, rejection of non-conforming materials, or re-work activities when construction does not meet contract requirements
  • Coordinate with project management, superintendents, subcontractors, and engineers to ensure construction activities are completed in accordance with approved plans and specifications
  • Support project closeout activities including punch list completion, final inspections, turnover documentation, and as-built records
  • Promote a culture of quality and ensure integration of quality control requirements into all construction activities
  • In addition to the accountabilities above, other responsibilities, tasks, and deliverables may be assigned as required to support project success
Requirements
  • Must be a licensed Professional Engineer (PE) in the United States, in good standing
  • Minimum five (5) years of construction experience, including at least two (2) years serving as a Quality Control Manager on construction projects
  • Demonstrated experience managing Contractor Quality Control (CQC) programs on construction projects
  • Must possess a current Construction Quality Management (CQM) for Contractors certification or the ability to obtain within 60 days
  • Strong working knowledge of construction drawings, specifications, construction methods, and quality control procedures
  • Ability to interpret engineering drawings, technical specifications, and contract documents
  • Proven ability to manage subcontractors, inspection staff, and testing agencies
  • Strong written and verbal communication skills with the ability to interface professionally with clients and government representatives
  • Proficiency with Microsoft Office applications, construction management systems, and quality control documentation systems
  • Ability and willingness to work on-site in remote project locations within the Indo-Pacific region, including Diego Garcia, with periodic travel as approved
  • Bachelor’s degree in Engineering, Construction Management, Architecture, Engineering Technology, Building Construction, or related construction discipline
Preferred Qualifications
  • Ten (10) or more years of construction experience in vertical and/or horizontal construction
  • Five (5) or more years of experience as a Quality Control Manager on federal or large-scale construction projects
  • Experience working on U.S. Department of Defense (DoD), USACE, NAVFAC, or other federal construction projects
  • Experience using USACE Resident Management System (RMS) or similar construction management software
  • OSHA 30-Hour Construction Safety Certification
  • ACI, ICC, or other relevant construction inspection or materials testing certifications
  • Experience managing quality control on remote, international, or overseas construction projects
  • Strong leadership experience managing QC staff, inspectors, and subcontractors
  • First Aid and CPR Certification
  • Master’s degree in Engineering, Construction Management, or related construction discipline (preferred)
 
ECC targeted salary range for this position / location is $150,000  to $175,000 on an annual basis. Actual salary offered may be affected by education, training, certifications, experience, skills, level of responsibility, and location.
