Job Summary
As JCS continues to grow its portfolio of contract vehicles, we are seeking an IDIQ/GWAC Manager to own the management of our Indefinite Delivery/Indefinite Quantity (IDIQ) and Governmentwide Acquisition Contract (GWAC) vehicles and to drive disciplined, compliant task order management across the enterprise.
The IDIQ/GWAC Manager responsible for the end-to-end management of JCS's portfolio of IDIQ contracts, GWACs, Multiple Award Contracts (MACs), and Blanket Purchase Agreements (BPAs). This role serves as the central point of accountability for each vehicle from award through closeout - administering base-vehicle terms, monitoring ceilings and funding, and ensuring the company remains compliant and in good standing on every vehicle it holds.
Equally important, the IDIQ Manager leads task order management: building and maintaining the pipeline of task order opportunities issued under held vehicles, and coordinating timely, compliant task order proposals in partnership with Business Development, Capture, Pricing, and Contracts. What you will do:
Managing IDIQs & Contract Vehicles
  • Own the lifecycle of JCS's IDIQ, GWAC, MAC, and BPA vehicles from award through closeout, serving as the single point of accountability for each vehicle.
  • Maintain a master repository of vehicle terms, ceiling values, periods of performance, option years, labor categories/rates, and modifications, keeping it current and audit-ready.
  • Monitor contract ceiling utilization, obligations, and funding; forecast ceiling burn and proactively flag capacity constraints or renewal windows to leadership.
  • Manage option exercises, vehicle renewals, on-ramp/off-ramp windows, and required modifications in coordination with contracting officers and prime partners.
  • Support new vehicle capture - supporting bids, self-scoring, certifications, and submissions to win positions on new IDIQs and GWACs.
Task Order Management
  • Continuously identify, qualify, and maintain a rolling pipeline of task order opportunities issued under held vehicles (e.g., GSA eBuy, agency task order solicitations).
  • Partner with Capture and Growth teams to prioritize task order pursuits and shape winning bid strategies.
  • Coordinate task order proposal development across Pricing, Contracts, Solutioning, and Proposal teams to ensure compliant, on-time submissions.
  • Analyze task order requirements, evaluation criteria, and submission instructions to build compliant response outlines and shred/compliance matrices.
  • Shepherd awarded task orders through transition to program delivery, ensuring a clean hand-off of scope, funding, and deliverables to program teams.
  • Compliance & Administration
  • Ensure adherence to master IDIQ/GWAC terms, the FAR and DFARS, and agency-specific requirements across all vehicles and task orders.
  • Manage required vehicle reporting - including GSA sales/usage reporting, small business subcontracting reports, and CPARS coordination - accurately and on schedule.
  • Verify that JCS's small business and socioeconomic commitments (8(a), EDWOSB, SDB) are upheld in vehicle and task order execution.
  • Teaming & Stakeholder Management
  • Serve as the primary liaison to government contracting officers (COs/CORs), prime contractors, and teaming partners on vehicle matters.
  • Negotiate and manage teaming agreements, non-disclosure agreements, and subcontractor relationships on multi-award vehicles.
  • Maintain clear, proactive communication with internal stakeholders and external partners throughout the vehicle and task order lifecycle.
  • Reporting & Leadership Support
  • Produce vehicle health dashboards and pipeline reports - tracking win rate, utilization, ceiling burn, and revenue by vehicle - for executive leadership.
  • Provide data-driven recommendations on vehicle strategy, task order prioritization, and portfolio investment.

What you will bring:
  • Bachelor's degree in Business Administration, Contract Management, Public Administration, or a related field - or equivalent professional experience.
  • 8 years of progressive experience in federal government contracting, contract/program management, or contract vehicle management.
  • Demonstrated hands-on experience administering IDIQ, GWAC, MAC, and/or BPA vehicles and managing task orders through their full lifecycle.
  • Working knowledge of the Federal Acquisition Regulation (FAR), DFARS, and the federal acquisition lifecycle.
  • Proven experience coordinating task order proposals and interfacing directly with government contracting officers.
  • Proficiency with federal procurement tools and portals (SAM.gov, GSA eBuy / GSA Advantage!, agency acquisition portals) and Microsoft 365 / SharePoint.
  • Excellent organizational, written, and verbal communication skills, with the ability to manage multiple concurrent deadlines with precision.
  • U.S. citizenship and the ability to obtain and maintain a U.S. Government security clearance.
