General Statement of Duties
Performs a variety of technical activities in support of various programs related to the operation and maintenance of the SMU or MSD wastewater collection system. Provides project, contract, and asset management in addition to planning and scheduling; conducts a variety of technical evaluations and investigations. Prepares reports of moderate complexity. Performs the more technical duties related to the assigned area of responsibility; assists in providing technical guidance to lower-level engineering technician's or operational staff. Performs in-depth investigations, both field and office, to diagnose root cause of problems and develops cost effective solutions. Ensures quality data is inputted into the work order and other related programs or systems.
Minimum Qualifications (KSAs)

Knowledge of:
Principles of engineering as related to Stormwater or wastewater collection and/or stormwater collection systems infrastructure (e.g. real time control, pump stations, force mains, valves, gravity mains, buildings sewer connections, manholes, wet wells, grit pits, combined sewer overflow facilities, stormwater control measures and green infrastructure, sensors, gates and in-line storage).
Equipment and techniques used to clean, inspect, monitor, repair and rehabilitate wastewater and collection system assets.
Principles and practices of construction related to stormwater or wastewater collection system infrastructure.
Principles and practices of surveying; set-up and use of surveying equipment.
City of Cincinnati engineering standards.
City of Cincinnati Safety Manual and principles and practices of medical first aid.
Rules and regulations pertaining to assigned area of responsibility.
Principles and practices of drafting by hand and with AutoCAD and/or ArcView.
Techniques of production of technical drawings and reproducing plans, drawings, etc.
Principles and practices of producing property surveys, preliminary surveys and construction layouts.
Technical mathematics: algebra, trigonometry, geometry, etc.; mathematical functions related to engineering.
Electronics relating to assigned area of responsibility.
Pertinent state, federal and local laws, regulations and codes, including residential construction standards, plumbing and building codes.
Skill to:
Use Windows-based personal computers.
Use Microsoft Office products including Excel, Word, Outlook, and other assigned software.
Operate surveying equipment and other equipment related to assigned area of responsibility.
Use designated computer software packages with engineering functions, databases, and word processing in performance of assigned duties.
Perform strenuous manual labor tasks, e.g., moving manhole covers, carrying equipment, clearing brush, etc.
Perform physical tasks such as climbing, bending, kneeling, etc. in performance of duties.
Communicate complex information in terms such that non-technical people can understand.

Performs basic project management tasks associated with Collection System projects.
Measures and monitors key performance metrics
Plan, review and participate in the work of staff responsible for completing and updating drafting drawings, maps and property plats using manual and CAD methods; create plans for assigned projects; make various prints of plans as necessary.
Prepares contract documents
Prepares and monitors budgets; reviews and approves invoices and financial records
Participate in surveying tasks as assigned; operate a variety of standard engineering and surveying instruments and tools; oversee regular equipment maintenance tasks; participate in field data collection activities as assigned; process and analyze field data; complete construction layouts, preliminary surveys and property surveys; manage the work of a survey crew, as assigned.
Perform the more complex computer-related tasks in the assigned area of responsibility; configure computers and software; create and maintain computer databases as assigned; conduct assigned computer research tasks; conduct research of other files and plans as assigned, including City records, County records and utility service maps; use standard office software as appropriate.
Assist in training, monitoring and providing technical guidance to lower-level technical engineering staff, and contracted staff
Compile various maps for use within the department and by the general public; compile and present information in the form of reports, charts, graphs, etc. as required; make a variety of prints and copies as necessary.
Conduct specialized inspections as assigned; maintain appropriate records; present appropriate reports in verbal or written form.
Investigate and respond to complaints from citizens and others.
Perform various manual labor tasks as assigned for completion of various projects; complete various mathematical calculations as assigned.
Consult with engineers, designers and other professionals; coordinate their activities with those of the City in regard to specific projects; explain and interpret City codes, policies and procedures.
Assist those contacted in the course of duty in an effective, efficient and professional manner.
Perform related duties as assigned.
Required Education and Experience
Six (6) years of experience performing any combination of the following technical tasks assembling, diagnosing or maintaining complex equipment, machinery or tools: mechanical, electrical, hydraulic, pneumatic or related design or fabrication; generating technical reports; gathering data and conducting data analysis; reading, reviewing or revising construction plans or schematics; maintenance and planning of green infrastructure; or troubleshooting facility performance
Two years of total required experience must be stormwater, water, wastewater, or related utility industry experience.
Each applicant may substitute up to three (3) years of experience by possessing one or more of the following:
• Thirty (30) or more college semester hours from an accredited college or university may substitute for 1 year of experience.
• Ohio Environmental Protection Agency Wastewater Collection Class 1 Operator's License may substitute for 1 year of experience (not additive to the OEPA WWC Class 2 License).
• Ohio Environmental Protection Agency Wastewater Collection Class 2 Operator's License or higher may substitute for 2 years of experience (not additive to the OEPA WWC Class 1 License).
Other Requirements
Possession of a valid driver's license.
Recommended to posses a Wastewater Collection Operator 1 (or higher) certification by the Ohio Environmental Protection Agency during the probationary period.
Some positions will require other certifications or licenses that must be obtained during the probationary period, such as:
A valid operator or commercial driver's license
PACP, MACP, or LACP certification by NASSCO
