Job description

Job Description

The New York City Department of Youth and Community Development (DYCD) invests in of community-based organizations and programs to alleviate the effects of poverty and to opportunities for New Yorkers and communities to flourish.
The Contracting Analyst will be responsible for the variety of tasks that will entail heavy spreadsheet
analyses using
Excel, DYCD's Comprehensive Contract Management System (CCMS), the City's Procurement and Sourcing Solutions Portal (PASSPort), as well as other databases and information systems. The
Contracting Analyst will assist in creation of contract awards using PASSPort and CCMS, and will also perform related coordination, reconciliation, monitoring, contract creation and contract modification.
Responsibilities will include complex spreadsheet analyses and require familiarity with New York City's accounting systems as well as intermediate knowledge of DYCD's internal technological systems.
Duties will include, but not be limited to, the following:
- Coordination with the Agency Chief Contracting Officer (ACCO), Information Technology (IT) and the Financial Management departments to create new awards/ contract solicitations and accurately modify existing contracts (for example, assist with the creation of RFP's, the renewals/modifications of existing
contracts, assist with the negotiated acquisitions of existing contracts) via DYCD's primary contracting systems, PASSPort, CCMS, CM,and ECMS.
- Monitor status of work assignments by checking compliance with deadlines
- Establishment of budget codes, funding sources, budget categories and components associated with the contract award process.
- Prepare information on request, by researching appropriate systems to provide requested information.
- Applying creative trouble shooting and problem-solving methods to correct errors and reconcile financial
information as needed; Perform data entry work and review reports to ensure accuracy and
completeness of all data entry work.
- Provide technical assistance to community based organizational service staff in performance of
contracting and budget activities through informational meetings to ensure the CBO's fiscal team is competent in
contracting matters

Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
