This position requires a detail-oriented individual with a strong background in proposal writing, positioning on major pursuits and proposal preparation, including SF 330 A/E submissions - a team player who can lead a pursuit process and team, represent Stantec with our strategic partnerships, communicate effectively, manage multiple concurrent initiatives, and thrive in a competitive deadline driven environment.
In this role, you will work with Federal Program Leadership and Capture Managers on opportunities to support the growth of the US Federal Program. You'll prepare high-impact proposals, SF 330s and communications that highlight our depth of experience, expertise, and creativity. You'll be working closely with our technical project managers, capture managers, and account managers to create competitive pursuit strategies and compelling messages that convey Stantec's strengths and set us apart. You will work closely with key business development leaders to coordinate strategic client facing events, materials, win theme development, competitor analysis, SWOT analysis, gap identification, and sales and business development processes.
The Pursuit Manager leads the strategy, planning, and execution of high-profile and complex pursuits across the business, supporting the firm's business development and growth objectives. Working in close collaboration with the growth team, sector leaders, account managers, project managers, and strategic pursuit teams, the role drives early and sustained engagement in the pursuit lifecycle-from positioning and opportunity shaping through proposal delivery. The Pursuit Manager develops differentiated value propositions and win strategies informed by market, client, and competitor insights, and directs multidisciplinary teams through all phases of the pursuit process to deliver compelling, compliant, and brand-aligned submissions. Success is measured by the strength of pursuit strategies, effective collaboration across teams, disciplined proposal execution, and improved win rates on strategic opportunities.
Your Key Responsibilities
Strategic Pursuit Leadership
  • Diligently implement our business development and pursuit process on high-profile and complex strategic opportunities for the BOU, sector, or Region.
  • Collaborate with Growth Leaders, Sectors Leaders, Account Managers, Project Managers, Strategic Pursuits team in developing distinctive value propositions and win themes that clearly differentiate Stantec.
  • Collaborate with teaming partners and subconsultants to develop qualifications that will position Stantec's team for success.

Pursuit Management & Execution
  • Lead pursuit team in key pre-RFP qualifying activities, such as client, competitor, and market research; identifying and tracking top client capital plans.
  • Actively work with pursuit team to develop and implement pursuit-specific capture plans such as documenting due diligence in project brief, developing win plan, conducting SWOT analysis, preparing an executive summary, conducting preliminary go/no go and strategy review, and identifying the execution team.
  • Plan, organize, and direct all elements of the proposal including analyzing the client request, developing a response plan, initiating follow-up go/no go, facilitating strategy review, conducting kick-off meeting, managing and contributing to response sections, lead in-progress reviews, prepare red team review package, incorporate red team input, schedule pricing reviews, and ensure on-time response delivery.
  • Lead and organize interview preparation (in-person or virtual) to deliver winning presentations and effectively communicate our proposal story.
  • Create and modify existing materials and write content to effectively communicate services, capabilities and market-specific messages.

Client Positioning
  • Early involvement in the client pursuit process to develop an overall action plan that includes due diligence, profiles of decision-makers and influencers, competitor analysis, project-specific win plan (client issues, features, benefits, and proof statements), strategic teaming plan, and spearhead the preliminary go/no go and strategy review.
  • Leverage Stantec's company wide network to identify and showcase unique capabilities and resources, collaborating with the pursuit team to develop innovative solutions that address client challenges and create a distinctive competitive advantage
  • Support account managers and sector leaders in developing pursuit-specific client engagement strategies and messaging.

Brand, Marketing & Business Development Integration
  • Ensure pursuit strategies and materials align with corporate brand standards, messaging, and positioning.
  • Partner with marketing, communications, and public relations teams to support thought leadership, award submissions, and high-visibility marketing initiatives tied to strategic pursuits.
  • Leverage firmwide networks to identify expertise, innovations, and differentiators that strengthen pursuit narratives.
  • Display creativity in applying graphics (such as photos, graphs, charts, etc.) to improve communication in written documents and provide direction to the graphic design team as needed.

Quality and Continuous Improvement
  • Ensure all pursuit documents comply with our corporate branding guidelines and client confidentiality requirements.
  • Track and evaluate pursuit performance, including win/loss outcomes, trends, and lessons learned.
  • Lead or support post-pursuit debriefs and apply insights to improve future pursuit strategies and outcomes.
  • Work with pursuit team to regularly monitor pursuit spending and report and address any significant variances.
  • Share promotional materials, information, knowledge, and best practices with other Pursuits and Marketing team members.

Your Capabilities and Credentials
  • In depth knowledge of the various US Government acquisition methods and proposals to include preparation of FAR Part 15, Type C, DB MILCON, SF330 and other federal proposals.
  • Proven experience developing responses to detailed requests for qualifications and proposals (RFQs and RFPs), a minimum of 8-10 years of SF330 experience is required.
  • Detail-oriented and organized, with exceptional prioritization skills.
  • Ability to effectively balance conflicting priorities.
  • Exceptional ability to develop win themes and integrate them throughout a proposal.
  • Demonstrated ability to provide critical thinking and critical thinking skills.
  • Ability to effectively communicate with senior management, supervisors, peers, and clients, internally and externally.
  • Demonstrated ability to work independently with minimal supervision, collaborate effectively as part of a team, and engage with senior management or executive staff as required.
  • Excellent interviewing, written, and verbal communication skills.
  • Strong presentation skills in small or large group environments, with proficiency in presentation support tools (e.g., PowerPoint).

Education and Experience
  • Minimum 10 years of progressively responsible experience in a senior proposal or business development role in the Architecture/Engineering/Consulting industry.

Pay Range:
• Locations in CO, HI, IL, MD & Various CA, NJ, VA Areas-$122,500.00 - $183,800.00 Annually
• Locations in WA, DC & Various CA, MA, VA Areas-$131,500.00 - $197,200.00 Annually
Pay Transparency: In compliance with pay transparency laws, pay ranges are provided for positions in locations where required. Please note, the final agreed upon compensation is based on individual education, qualifications, experience, and work location. At Stantec certain roles are bonus eligible. Actual compensation for part-time roles will be pro-rated based on the agreed number of working hours per week.
