Job description

E2 Consulting Engineers, Inc. (E2) is a professional services firm established in 1988 specializing in a full spectrum of engineering services including, project engineering and design, federal base operations and infrastructure support services, gas pipeline construction and inspection services, environmental consulting and remediation, and information technology services. The Utility/Coatings Inspector is responsible for inspecting and ensuring that pipeline utility construction and coatings inspection activities are performed in accordance with approved construction drawings, client specifications, API 1169, and applicable industry standards. The inspector will maintain detailed inspection documentation, coating reports, and material traceability records.


The Utility/Coatings Inspector works under the direction of the Chief Inspector, who will assign additional responsibilities to each inspector as needed. The duties assigned to the Utility/Coatings Inspector will include, but are not limited to, the following:

  • Be familiar with the approved construction drawings and Company specifications.
  • Understanding the Contract document as it relates to their duties on the project.
  • Have a basic understanding of welding techniques, positions, consumables, weld preparation, drawing requirements, and maintain a detailed inspector's logbook.
  • Completing and submitting relevant inspection reports that accurately describe the work performed on the project in a manner such that the work inspected may subsequently be identified per current standards.
  • Taking a proactive approach to safety on the job site and reporting safety issues to the Chief Inspector, Construction Manager, and Safety Inspector.
  • Plan and organize inspection duties in advance.
  • Assure any design changes or material substitutions are discussed with the Construction Manager, Chief Inspector, and proper Company approval is obtained.
  • Verify all materials used in the installation comply with Company requirements.
  • Keep the Chief Inspector aware of any problems, or anticipated friction points, with the project.
  • Possess an understanding of the relationship between quality assurance, quality control, and inspection procedures.
  • Utility/Coatings Inspector may be assigned additional duties and responsibilities relating to pipeline construction inspection observation and documentation.
  • Ensure compliance with all project-specific environmental requirements.
  • Inform Chief Inspector immediately of any safety or construction deviations or any problems and anticipated problem.

Minimum Qualifications

  • Position requires API 1169 certification.
  • Position Requires Association for Materials Protection and Performance (AMPP) Basic Coatings Inspector Certification (formerly NACE CIP Level 1).
  • Must be authorized to work in the U.S.
  • Obtain Operator Qualification (OQ) status as required by the project.

  • Skilled with M.S. Office Suite.

Hourly rate for this position is $42.00/hour. The starting rate will be commensurate with skill, education, experience, and working environment.


  • Construction Sites and Client Right-of-Way (ROW).
  • Client testing facility (occasionally).
  • Corporate office (occasionally).
  • It may require extensive driving to reach job sites and client/E2 offices.
  • There are frequent ascending and descending ladders, stairs, scaffolding, ramps, poles, and the like, using feet and legs and hands and arms up in and out of pipeline bell-hole/trench/excavation.
  • Maintaining body equilibrium to prevent falling and walking, standing, or crouching on narrow, slippery, or erratically moving surfaces.
  • Lifting objects over 50 pounds from a lower to a higher position or moving objects horizontally from position to position.
  • Possess the ability to perform visual inspection of construction crew quality of work, measuring devices, and assemble fabrication parts at distances close to the eyes.
  • Able to perform in both inside and outside environmental conditions in all four seasons throughout the continental United States โ€“ extreme cold (temperatures below 32 degrees Fahrenheit) and extreme heat (temperatures above 100 degrees Fahrenheit) for more than one hour.
  • Can work extended and overnight shifts without limitations.

It may require extensive driving to reach job sites and client/E2 offices.
