Job description

We are seeking an experienced Construction Manager / Construction Administrator (CMCA) to provide onsite professional construction management and administration services in support of government capital improvement and renovation projects in Lyons, NJ. This role is embedded within the Field Resident Engineer Office and plays a critical role in ensuring projects are delivered safely, on schedule, within budget, and in full compliance with contract requirements.

The ideal candidate is a proactive construction professional with strong technical judgment, excellent communication skills, and handson experience overseeing complex construction activities in regulated or missioncritical facilities, preferably healthcare environments.

Requirements

  • Provide onsite construction management and construction administration services throughout all phases of construction.
  • Monitor contractor performance to ensure compliance with contract documents, specifications, schedules, and safety requirements.
  • Perform regular field inspections and document construction progress, deficiencies, and corrective actions.
  • Assist the government agency in administering construction contracts on a nonpersonal services basis.
  • Quality Assurance & Compliance
  • Support and actively participate in the Quality Management Plan (QMP) and Quality Assurance Surveillance Program (QASP).
  • Verify that materials, workmanship, and installations meet contract requirements and industry standards.
  • Track, analyze, and report construction deficiencies and ensure timely resolution.
  • Schedule, Cost, and Change Management
  • Review contractor schedules and monitor progress against approved baselines.
  • Assist with change order reviews, cost estimates, and evaluations of proposed modifications.
  • Support budget control, progress payment reviews, and validation of work in place.
  • Documentation & Reporting
  • Maintain accurate project records, including daily reports, inspection logs, meeting minutes, and correspondence.
  • Assist in preparing weekly and monthly construction reports.
  • Support submittal reviews, RFIs, and documentation management processes.
  • Coordination & Communication
  • Coordinate daily activities with the government Contracting Officer's Representative (COR), Resident Engineer staff, and contractors.
  • Participate in meetings, including postaward kickoff meetings, progress meetings, and issueresolution sessions.
  • Support negotiations and discussions related to construction issues, disputes, or claims as directed by the government agency.

Required Qualifications

  • Education: Bachelor's degree from an accredited institution or demonstrated construction work experience/knowledge sufficient to compensate for the absence of a degree.
  • Experience: Minimum of three (3) years of construction work experience.
  • Demonstrated working knowledge of construction practices, construction administration, and site operations.
  • Technical Competencies: Experience monitoring construction for quality assurance and contract compliance.
  • Familiarity with the operations of general and subcontractors and building construction processes.

Preferred Qualifications

  • Previous experience on healthcare, hospital, medical, or other highly regulated facility projects.
  • Experience working on government or publicsector construction projects.
  • Familiarity with construction activities in occupied or operational facilities.
