Job description

About the Role

Premier Global Links LLC is seeking an experienced Civil Engineer / Project Manager to lead water and wastewater infrastructure projects throughout Texas.

The ideal candidate is an active Texas Professional Engineer (PE) with 6+ years of experience in civil engineering, municipal infrastructure, water/wastewater, utilities, or public works. This position will oversee projects from engineering design and TCEQ permitting through bidding, construction support, and closeout.

The role offers technical ownership, direct client interaction, project leadership, and opportunities for long-term professional growth.

Key Responsibilities

  • Design, review, and seal civil engineering plans for water and wastewater infrastructure projects.
  • Lead projects involving water distribution systems, wells, elevated storage tanks, treatment plants, and related utility infrastructure.
  • Prepare and manage TCEQ submittals, permits, plan-review responses, and regulatory documentation.
  • Manage projects from planning and design through bidding, construction support, and closeout.
  • Develop bid packages and support public bidding processes.
  • Review contractor submissions and provide engineering support during construction.
  • Serve as a technical point of contact for municipalities, rural water supply corporations, utility clients, boards, and other stakeholders.
  • Coordinate with drafting and design staff to maintain project quality, schedules, and deliverables.
  • Participate in client meetings, board meetings, field visits, site inspections, and project-related travel throughout Texas.
  • Provide technical guidance and mentorship to EITs, junior engineers, technicians, and design staff as needed.
  • Support process improvements and development of scalable engineering practices.
  • Build strong client relationships and identify opportunities for future projects.

Required Qualifications

  • Bachelor's degree in Civil Engineering.
  • Active Texas Professional Engineer (PE) license with the ability to review and seal engineering plans.
  • 6+ years of civil engineering experience.
  • Experience with water/wastewater, municipal infrastructure, utility, or public works projects.
  • Demonstrated experience with TCEQ submittals, permitting, regulatory requirements, and approval processes.
  • Experience with water distribution systems, wells, storage facilities, treatment plants, or related infrastructure.
  • Project management experience covering design, bidding, client coordination, construction support, and project delivery.
  • Proficiency with AutoCAD or comparable civil engineering design software.
  • Valid driver's license and ability to travel throughout Texas.
  • Strong written communication, organization, client management, and project management skills.

Compensation & Benefits

  • $110,000–$120,000 annual base salary, depending on experience and qualifications.
  • Performance-based bonus opportunity of approximately 50%–100% of base salary.
  • Potential total annual compensation of approximately $240,000, depending on bonus performance.
  • Hybrid schedule with approximately 2–3 days per week working remotely, based on project requirements.
