Job description

Planate Management Group (PMG) is a Service-Disabled Veteran-Owned Small Business (SDVOSB) headquartered in Alexandria, Virginia, and Orlando, Florida USA with a technical support center in South East Asia and East Africa, that provides program management and facilities engineering services worldwide. Planate is a small business provider of planning, design, infrastructure management, technical consulting, engineering, and construction management services in support of the US Department of Defense (DOD) and its Service (Army, Air Force, Navy, Marine Corps) missions, along with other US federal agencies, all over the world.

We are seeking an experienced Construction Management Representative (CMR) to support the Rehabilitate Old Pinnacles Trailhead Parking Area Shuttle Stop project at Pinnacles National Park, Paicines, California. You will assist the National Park Service with quality assurance and construction oversight, observe daily construction activities, verify the construction contractor's Quality Control Plan, conduct construction meetings, review project documentation, and provide technical and administrative support to the Contracting Officer's Representative throughout construction.

This position is contingent upon contract award. If awarded, the anticipated period of performance will be approximately eleven (11) months. 

Key responsibilities:

  • Conduct and document construction meetings.
  • Review submittals, Requests for Information (RFIs), schedules, payrolls, and payment requests.
  • Prepare cost estimates and support construction modification negotiations.
  • Perform daily construction observation and prepare daily and weekly reports.
  • Monitor safety, workmanship, and compliance with the construction documents.
  • Maintain photographic records and deficiency tracking.
  • Coordinate asphalt testing, structural tests, and special inspections.
  • Provide and manage cloud-based project management software.
  • Support construction closeout and delivery of final project records.
  • Assist the National Park Service with quality assurance and construction oversight.
  • Verify that the construction contractor's Quality Control Plan is functioning properly.
  • Provide technical and administrative support to the Contracting Officer's Representative

Qualifications to be successful in the role:

  • Bachelor's degree, certification in Construction Management, or a minimum of five (5) years of construction management experience.
  • Minimum of five (5) years of experience with the three phases of onsite quality control.
  • Experience with demolition of existing roadways, sitework and drainage, waterline trenching and installation, asphalt/paving of roads and parking lots, metal structure fabrication, prefabricated restroom installation, masonry, concrete, fine earthwork grading, and native plant installation.
  • Experience developing and reviewing estimates and schedules, including the software, formats, and phases used.
  • Proficiency in Microsoft Project, including familiarity with baseline schedules, report generation, and critical path theory.
  • OSHA 30-hour Health and Safety training for construction (minimum).
  • Experience working with Government Project Managers or Contracting Officer's Representatives (CORs) on processing change orders, requests for information (RFIs), submittals, and field observation reports.
  • Experience with resource protection measures required by Federal Government agencies to avoid and minimize construction-related adverse impacts to natural and cultural resources; National Park Service (NPS) project experience is preferred.
  • Active professional registration or relevant certifications, if applicable.
