Chenega Agile Real-Time Solutions (CARS) was created with the purpose of providing integrated enterprise IT support to Federal customers both CONUS and OCONUS. CARS employs Subject Matter Experts (SMEs) with decades of experience working in the Federal marketplace.

We are seeking an experienced Senior Release Manager / Scrum Master (SME) to lead Agile software delivery and enterprise release management efforts supporting mission-critical Intelligence Community programs. This individual will serve as both a Release Manager and Scrum Master, coordinating complex software releases across multiple Agile teams while driving continuous process improvement and Agile maturity. The ideal candidate possesses extensive experience leading software delivery within DevSecOps environments, facilitating Agile ceremonies, managing cross-functional dependencies, mitigating program risks, and ensuring the timely delivery of secure, high-quality software capabilities. This role requires exceptional leadership, collaboration, communication, and organizational skills to support fast-paced national security missions.

Responsibilities
  • Develop, maintain, and execute integrated release plans across multiple Agile software development teams.

  • Coordinate software release activities, including planning, integration, testing, deployment, production implementation, and post-release support.

  • Manage release schedules, cross-team dependencies, risks, and deployment timelines.

  • Facilitate release planning sessions, release readiness reviews, and Go/No-Go decision meetings.

  • Collaborate with development, testing, DevSecOps, security, and operations teams to ensure successful software releases.

  • Coordinate release documentation, implementation plans, deployment approvals, rollback procedures, and change requests.

  • Monitor release health, deployment success, and production stability following software implementations.

  • Track release metrics and provide status updates, dashboards, and executive briefings to program leadership and customer stakeholders.

  • Ensure compliance with configuration management, cybersecurity, customer governance, and change management policies.

  • Identify release risks and implement mitigation strategies to minimize operational impacts.

  • Support continuous improvement initiatives for release management, deployment automation, and software delivery processes.

  • Serve as Scrum Master for one or more Agile software development teams.

  • Facilitate Agile ceremonies including Sprint Planning, Daily Scrum, Sprint Reviews, Sprint Retrospectives, and Backlog Refinement.

  • Coach Agile teams on Scrum principles, Lean methodologies, Agile best practices, and continuous improvement.

  • Remove impediments and proactively resolve issues impacting sprint execution and delivery.

  • Partner with Product Owners and Product Managers to maintain prioritized, well-groomed product backlogs.

  • Foster collaboration between software developers, testers, security engineers, DevSecOps engineers, and customer stakeholders.

  • Monitor team velocity, sprint burndown, Agile metrics, and delivery performance.

  • Promote transparency, accountability, team ownership, and servant leadership across Agile teams.

  • Mentor Scrum Masters and Agile teams to improve Agile maturity and delivery effectiveness.

  • Other duties as assigned.

Qualifications
  • Bachelors degree in computer science, Information Technology, Software Engineering, Business, or related technical discipline.

  • 8+ years of relevant professional experience (or Master's degree with 6+ years of experience).

  • Certified Scrum Master (CSM), Advanced Certified ScrumMaster (A-CSM), or Certified Scrum Professional (CSP).

  • 10+ years of experience supporting enterprise software development programs.

  • 5+ years of Release Management experience within Agile software development environments.

  • 5+ years serving as Scrum Master for Agile software development teams.

  • Experience coordinating software releases across multiple Scrum teams and development organizations.

  • Strong understanding of Agile, Scrum, Kanban, Lean, and iterative software development methodologies.

  • Experience supporting DevSecOps practices and Continuous Integration/Continuous Delivery (CI/CD) pipelines.

  • TS/SCI

  • Successfully pass background and drug screening

Preferred Qualifications:
  • Masters degree in computer science, Information Systems, Business Administration, Project Management, or related discipline.

  • SAFe Scrum Master (SSM), SAFe Agilist (SA), or SAFe Release Train Engineer (RTE) certification.

  • PMI Agile Certified Practitioner (PMI-ACP) and/or Project Management Professional (PMP) certification.

  • Experience supporting Scaled Agile Framework (SAFe) implementations.

  • Experience coordinating releases across multiple Agile Release Trains (ARTs).

Knowledge, Skills, and Abilities:
  • Ability to work independently and yet be effective within a team setting

  • Must be capable of managing multiple efforts with time-related constraints in a fast-paced contracting environment

  • Demonstrated ability to effectively communicate and collaborate with diverse internal and external stakeholder groups and individuals

  • Friendly presence, helpful attitude, good interpersonal skills, and ability to work well with others.

  • Excellent skills in Microsoft Word, Excel, and other Office applications

  • Proficient with Microsoft Office Applications, and experience working in a home office setting as well as the ability to train end users on frequently asked technical issues.

  • Ability to provide technical assistance and support over the phone; good phone skills, professional demeanor, and previous customer service experience strongly desired.

  • Good problem-solving skills; ability to visualize a problem/situation and think abstractly to solve it
