Traffic Controller 3
Pay Details:
The starting hourly rate for this position is $29.00 per hour.
The Traffic Controller 3 is a uniformed, journey-level position responsible for supporting the safe and efficient movement of vehicle and pedestrian traffic on District private roads, crosswalks, and sidewalks. This role supports event and special event operations, non-event operations, construction traffic control, and traffic control related to maintenance and repair work. The Traffic Controller regularly coordinates with Traffic Control Leads, the Traffic Control Manager, Anaheim Police Department (APD) Traffic personnel, and Security Management to develop, implement, and modify traffic control plans. This position also supports pre-event planning and staffing coordination and provides on-site direction and training to traffic control personnel to promote safe and consistent traffic flow.
Responsibilities
  • Develop and implement traffic control plans in consultation and collaboration with the Traffic Control Lead and Traffic Control Manager
  • Coordinate with APD Traffic Control to ensure safe and efficient operations
  • Provide pre-event planning and coordination, including conferring with the Security Scheduling Manager to support adequate staffing levels and ensure alignment across team members prior to setup
  • Direct and lead traffic control personnel assigned to specific posts and/or duties to ensure critical roles are performed correctly and safely
  • Coordinate with Parking teams to confirm event and non-event operations prior to each workday
  • Monitor, assess, and adjust traffic control plans as needed to support safe and efficient ingress and egress, including adjustments to signage placement/wording, cone and device placement, staffing positions, and garage driveway access
  • Oversee the deployment and removal of traffic control devices (cones, signs, barriers) in accordance with safety regulations and project requirements
  • Oversee and direct staff assigned to control traffic using signs, hand signals, or flags to ensure safety and minimize congestion
  • Provide on-site direction and training to staff, but does not schedule staff or conduct performance management
  • Monitor traffic conditions and communicate with team members, supervisors, and emergency services as needed
  • Ensure compliance with local and state traffic control regulations
  • Perform regular site inspections to assess and adjust traffic control setups
  • Maintain clear communication with the Traffic Control Manager, Traffic Control Lead, construction crews, and law enforcement to coordinate traffic flow
  • Oversee correct deployment and operation of stop/slow paddles, automated flagging assistance devices (AFADs), and Portable Changeable Message Signs (PCMS)
  • Respond quickly to changing road or weather conditions that affect traffic safety
  • Conduct regular checks of department vehicles and emergency lighting to ensure all equipment is in working order
  • Immediately report any damage and/or faulty equipment to a lead
  • Complete timely, accurate, and thorough incident reports and related documentation as required

Qualifications
  • Roadway Flagger certification through a Caltrans-approved provider
  • Traffic Control Technician (TCT) certification through a Caltrans-approved provider
  • Traffic Control Supervisor (TCS) certification through a Caltrans-approved provider
  • Valid California driver's license (subject to periodic DMV inquiry to verify currency and validity)
  • Previous experience in traffic control, construction, or public safety is an asset
  • Must have a valid driver's license and maintain a clean DMV record

Knowledge/Skills/Abilities
  • Knowledge of traffic control procedures and safety standards
  • Strong attention to detail with a safety-focused mindset
  • Effective communication and problem-solving skills across internal departments and external stakeholders, including APD Traffic
  • Team-oriented, dependable, and able to remain calm under pressure or in high-traffic situations
  • Able to provide direction to small teams in defined roles and impart knowledge related to traffic control duties
  • Able to work outdoors in varying weather and environmental conditions, including within and adjacent to busy roadways and intersections
  • Able to maintain situational awareness in a dynamic environment
  • Able to stand for extended periods and lift up to 50 lbs.

Working Conditions / Job Requirements
  • Shifts may include early mornings, evenings, weekends, and holidays
  • Assignments will involve heavy vehicular and pedestrian traffic
  • Must wear required personal protective equipment (PPE) and ensure traffic control staff wear PPE, including reflective vests, pants, helmets, and gloves when deploying traffic signs and cones or when engaged in any traffic control function
