Your Opportunity:

Reporting to the Director, IT - Provincial Workforce Systems, Health Shared Services (HSS), the IT Manager, Provincial Workforce Systems Technology provides strategic, operational, and people leadership for the delivery, support, and continuous enhancement of provincial workforce technology solutions serving Health Shared Services (HSS), Alberta Health Services (AHS), its partners, and the Refocus Alberta agencies. The IT Manager leads a multidisciplinary team of technology professionals, including PeopleSoft Administrators, Payroll Batch Automation Analysts, and Recruitment Management System Analysts, ensuring the effective delivery, stability, and continuous improvement of critical workforce systems. The role is accountable for technology service delivery, operational performance, employee development, and fostering a collaborative, high-performing culture within a predominantly unionized environment. Working closely with business partners and key stakeholders, the IT Manager ensures workforce technology solutions align with organizational priorities and evolving business needs. In collaboration with business clients, Technology Services leadership, and cloud service providers, the role develops a comprehensive understanding of business processes, system capabilities, and service expectations to identify opportunities for innovation, optimize service delivery, and implement effective technology solutions that deliver measurable business value.

Description:

Leadership & Team Management: Lead and manage the Provincial Workforce Systems Technology team, providing strategic direction, coaching, and support. Ensure the successful delivery of operational support, system enhancements, and technology projects. Foster a collaborative, high-performance team culture. Stakeholder Engagement: Collaborate with internal & external stakeholders to gather and understand business requirements, translating those requirements into effective technical solutions. Provide regular updates to stakeholders through scheduled performance & status meetings (weekly, monthly, quarterly). Liaise and collaborating with other teams in a highly matrixed organization. Operational Planning, Strategy & Application Management: Develop, maintain & execute the strategic roadmap for provincial workforce technology solutions, including on-premises platforms such as PeopleSoft HCM/Payroll, BMC Control-M & integration technologies (e.g., Boomi), as well as cloud-based recruitment management systems, including Oracle Taleo & Atlas/Workland. Align technology strategies, investments & initiatives with the long-term strategic objectives of Health Shared Services (HSS) and its stakeholders. Support the negotiation, renewal, management of technology vendor contracts & service agreements to ensure value, performance, and compliance. Lead application security governance, access provisioning, compliance monitoring, quarterly and annual audit activities, and continuous security improvements to maintain regulatory and organizational compliance. Champion the adoption of appropriate project delivery methodologies, including Agile, Waterfall, and hybrid approaches, to ensure effective and efficient delivery of technology initiatives. The incumbent is expected to be fully capable of leading self with minimum direction from the Director.

Required Qualifications:

Bachelor's degree in computer science or computer Systems Technology Diploma with comparable experience. 5+ years of professional and managerial experience leading and coaching a team of Senior system analysts, Business Analysts, System Administrators and developers. 5+ years of experience in software configuration and development. Proven experience in IT leadership, preferably within healthcare or public sector environments. Impeccable attention to detail, and superior communication skills, both written and verbal, including the ability to communicate with senior client stakeholders. Ability to work collaboratively and appropriately engaging stakeholders. Ability to lead and motivate the team towards timely delivery. Excellent communication, planning, and organizational skills. Demonstrated ability to develop presentations and process documentation (advanced Microsoft Visio, PowerPoint, and Word skills). Experience working in a client-facing role with both technical and functional stakeholders with strong relationship management skills and a passion for client satisfaction and delivery excellence.


Additional Required Qualifications:

Highly accountable, transparent and able to work effectively under minimal supervision. Must exhibit characteristics of servant leadership, encouraging the growth and development of the team. Demonstrated ability to thrive in a fast-paced, dynamic, and complex matrixed environment while effectively managing multiple assignments and projects concurrently. Demonstrated ability to work collaboratively with external partners ensuring standards and best practices are adhered to. Functional knowledge and implementation of ITIL v3. Available to on-call senior analysts for escalation 24*7.


Preferred Qualifications:

Minimum of 5 years of experience supporting and administering PeopleSoft Human Resources & Payroll systems, recruitment management platforms (e.g. Taleo or Workland Atlas), and enterprise workload automation solutions such as BMC Control-M. Experience working within a unionized environment is considered an asset. Demonstrated ability to provide technical leadership while mentoring, coaching, & developing team members, fostering knowledge sharing and continuous professional growth.
