Description
The ATC Training Scenario Developer is an entry-level technical role ideal for a college student or recent graduate with a background in game development, computer science, or a related STEM field. In this role, you will assist in the design, development, modification, validation, and management of air traffic control (ATC) training scenarios. Working within a fast-paced, collaborative environment, you will support nationwide ATC simulation training across FAA Air Traffic Control Towers (ATCTs). You will help translate FAA training objectives into realistic, operationally accurate simulation experiences that prepare controllers for real-world operations across the National Airspace System (NAS).
This is an excellent opportunity for students or entry level candidates looking to apply their game development, scripting, simulation, or software skills in a meaningful, real-world aviation training environment.
Responsibilities:
  • Assist in designing and developing ATC training scenarios based on FAA-provided scripts and operational training objectives, ensuring each scenario accurately reflects real-world controller workflows and decision-making environments
  • Help develop training scenarios for designated ATCTs incorporating realistic and varied traffic mixes including large jets, regional jets, general aviation, helicopters, military aircraft, balloons, and ground vehicles
  • Support configuration of scenario elements
  • Assist in developing scenarios that support multiple simultaneous training positions including Local Control (LC), Ground Control (GC), Flight Data (FD), Clearance Delivery (CD), Supervisor, and Remote Pilot Operator (RPO)
  • Modify existing training scenarios in response to FAA and instructor requests
  • Apply agile development skills to implement scenario modifications on short notice
  • Conduct validation steps including logic checks, conflict detection, and functional run-throughs to ensure scenarios meet requested end-states prior to delivery
  • Perform quality reviews of developed and modified scenarios before submission for approval
  • Document and report discrepancies, resolutions, and validation outcomes for each scenario development cycle
  • Ensure scenarios meet established performance requirements
  • Coordinate with instructors, system operators, FAA facility personnel, and program management to understand training objectives and translate them into effective simulation scenarios
  • Support instructor-led training sessions by providing scenario configuration assistance and technical support
  • Collaborate with Virtual Database (VDB) developers to ensure scenario traffic, weather, and environmental elements align with airport visual representations
  • Participate in program reviews and provide status updates on scenario development activities

Qualifications
Required:
  • Currently pursuing or recently completed a Bachelor's degree in one of the following fields:
    • Computer Science or Software Engineering
    • Game Design or Game Development
    • Simulation Technology or Human Factors Engineering
    • Instructional Design or Educational Technology
    • Aerospace Science, Aviation Management, or a related STEM discipline
    • Must be able to obtain and maintain an FAA Public Trust

Desired:
  • 1-2 years of experience (including academic projects, internships, or personal projects) in one or more of the following areas:
    • Game development, level design, or simulation scenario creation
    • Software development, scripting, or programming
    • Instructional design or technical training support
    • Aviation, military, or operational simulation environments
  • Demonstrated experience developing or modifying simulations, game levels, or interactive scenarios in a time-constrained environment
  • Familiarity with scripting languages (e.g., Python, Lua, C#, JavaScript, or similar)
  • Experience with version control systems such as Git
  • Strong problem-solving skills with attention to detail in technical environments
