Job description

Summary
This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Human Capital, Human Capital Strategy & Systems Group, Division of Workforce Analytics & Accountability.
As a Data Scientist, GS-1560-13, you will design, develop, and implement the analytical, statistical, and programming mechanisms necessary to collect, organize, analyze, and interpret unique and specialized human resources (HR) data sets.

Duties
Help
  • Advises on workforce and HR data reporting.
  • Collects, organizes, analyzes, and interprets specialized HR data sets, including but not limited to recruitment, staffing, retirement, separations.
  • Collects, cleans, and analyzes data; creates visualizations; and develops and tests hypotheses using tools like SAS, R, or SPSS.
  • Uses business intelligence tools to generate reports and communicate statistical insights to non-technical audiences.

In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include:
1) Experience leading the end-to-end data life-cycle, including data acquisition, integration, governance, analysis, and dissemination, to transform diverse data sources into actionable insights; 2) Experience leveraging advanced analytics and statistical modeling techniques (e.g., multivariate regression, predictive modeling, machine learning algorithms, or similar methods) to inform organizational strategy and guide data-driven decision-making; AND 3) Experience communicating complex analytical findings through clear, concise, and compelling narratives supported by data visualizations (e.g., dashboards, charts, and executive briefings) tailored to diverse stakeholder audiences.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Education Requirement: In addition to meeting the qualification requirements, all candidates must have the following educational requirements:
Basic Requirements:
  1. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.
    or
  2. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.
