Job Description

We are seeking an experienced Technical Architect to support the Command Management & Security (CM&Sec) function within a high-security defence environment.  This role will be responsible for defining and evolving service delivery strategy, technical architecture, and DevSecOps adoption across a complex portfolio of mission-critical applications. The successful candidate will operate at both a strategic and technical level, ensuring solutions align with operational requirements, cyber security priorities, and constrained deployment environments (including shipboard and low-bandwidth scenarios). 

This is a proactive recruitment initiative, with potential start dates in the coming weeks or months, contingent on contract award. 

Key Responsibilities 

Service Delivery & Strategy 

  • Develop and maintain the Service Delivery Strategy across the application portfolio  
  • Define scope, operating model, and service delivery frameworks aligned to mission requirements  
  • Assess application portfolio against business needs, user requirements, and technical fit  
  • Evaluate and incorporate open-source solutions where appropriate  

Architecture & Technology Leadership 

  • Develop architecture roadmaps, data models, and system integration strategies  
  • Define data standards, interface requirements, and system interoperability models  
  • Analyze and recommend technology solutions within DND’s secure and constrained environments  
  • Design solutions optimized for low-bandwidth and deployed operations (e.g., shipboard use)  

DevSecOps & Automation 

  • Lead the implementation of a DevSecOps adoption strategy using GitLab and Azure DevOps  
  • Establish repository structures, branching strategies, and CI/CD pipelines  
  • Drive automation initiatives to improve operational efficiency and service delivery  
  • Integrate analytics and reporting tools to track portfolio performance and KPIs  

Cyber Security & Risk Management 

  • Provide a high-level cyber security vision for Command-and-Control (C2) systems  
  • Assess security risks, vulnerabilities, and architectural gaps, recommending mitigations  
  • Align cyber security practices with allied and partner organizations  

Process Improvement & Governance 

  • Conduct impact assessments and change management for technology updates  
  • Analyze service performance and drive continuous improvement initiatives  
  • Apply ITIL Service Value Chain principles to enhance service delivery  
  • Lead stakeholder analysis and recommend strategies to improve engagement and coordination  

Reporting & Communication 

  • Prepare and deliver technical briefings to senior leadership  
  • Provide regular progress updates and strategic recommendations  

Technical Environment 

  • Operating Systems: Windows, Ubuntu, CentOS, Red Hat  
  • Virtualization & Containers: Docker, VMware  
  • Cloud & DevOps: Azure, GitLab, Azure DevOps (CI/CD)

Qualifications
  • 5+ years experience as a Technical Architect  
  • College diploma or University degree in Computer Science, Engineering, IT, or related discipline  
  • Proven experience developing:  
    • Technology architectures and roadmaps  
    • Risk assessments and security frameworks  
    • Technology adoption and sustainability strategies  
  • Experience analyzing:  
    • Application architecture security elements  
    • Risks and vulnerabilities with recommended safeguards  
  • Experience implementing DevSecOps practices, including:  
    • CI/CD pipelines using GitLab and/or Azure DevOps  
    • Integration of development, acquisition, and operations workflows  
  • Experience applying ITIL Service Value Chain principles  
  • Experience defining and tracking portfolio performance metrics and analytics  
  • Experience working in defence, government, or high-security environments  
  • Familiarity with Command-and-Control (C2) systems  
  • Experience supporting distributed or bandwidth-constrained systems  
  • Strong stakeholder engagement and cross-functional leadership experience
