The Ground Control Task Order Project Manager leads execution of the Ground Control Task Order under the Hybrid Architecture and Development for Experimental Systems (HADES) program in support of Space Systems Command Innovation & Prototyping Delta. This role is directly responsible and accountable for cost, schedule, and performance for sustaining Common User Equipment (CUE) and Communications (COMM), ensuring continuous 24/7 hybrid-cloud ground system operations across on-premises and GovCloud environments, integration with government and commercial antenna networks, and strict compliance with cybersecurity and configuration control requirements.

This position is contingent upon contract award

Key Responsibilities

  • Serve as the primary point of contact to Government leadership for all Ground Control Task Order activities; drive cost, schedule, and performance outcomes; and lead routine status reviews and cross-contractor coordination.

  • Oversee day-to-day operations of the RSC CUE and COMM hybrid-cloud ground environment, including 24/7/365 monitoring, incident response, and service-level adherence to maintain continuity of operations.

  • Direct cost management, proposal development, forecasting, and corrective action planning.

  • Implement quality control and risk management programs aligned with HADES IDIQ requirements.

  • Oversee training, certification, and workforce readiness requirements for Ground Control personnel.

  • Manage staffing to provide required response time to respond to CUE/COMM issues and work with the HADES PM to ensure surge demands for labor are met when needed.

  • Provide oversight of engineering, development, integration, sustainment, and modernization activities for Ground Control systems.

  • Coordinate facility, network, power, and HVAC support necessary to maintain continuous operations.

  • Manage procurement, logistics, Government Furnished Property (GFP), Contractor Acquired Property (CAP), lifecycle sustainment, and DMSMS activities.

Required Qualifications

  • Active DoD TS/SCI clearance with SAP eligibility.

  • Bachelor's degree in Engineering, Computer Science, Information Systems, or related STEM field.

  • Minimum of 10 years of program or project management experience supporting complex IT or ground systems.

  • Strong leadership, communication, and Government-facing skills.

  • Professional or expert-level technical certification (e.g., AWS or Azure Architect certification).

Desired Qualifications

  • Master's degree in a technical or management discipline.

  • PMP or equivalent program management certification.

  • Cloud and container certifications (AWS, Azure, Kubernetes).

  • Experience supporting Space Force or SSC ground systems.

  • Background in logistics, DMSMS, and property management.

  • Demonstrated experience managing 24/7 mission operations with defined service-level agreements.

  • Experience with RMF, cybersecurity compliance, and classified environments.

Work Environment

  • Primary work location is on-site at Kirtland AFB, Albuquerque, New Mexico.

  • Standard business hours with on-call support as required to support mission operations.

  • Travel up to 20% may be required.
