Position Overview and Responsibilities:
This is a professional and highly technical position responsible for working independently with SUNCOM customers & assisting engineers to analyze system engineering designs required to establish optimum operational communications networks, equipment procurement and other support systems. This position will provide technical guidance and support to state agencies regarding advanced aspects of communications engineering or resolution of system engineering problems. Specific responsibilities include, but are not limited to the following:
Assist engineers in performing engineering research, development, and design of new and/or expanded communications networks. This will include but is not limited to the application of Value-Added Networks, Local Area Networks, Voice telecommunication, and data networking to satisfy user requirements. Assist in the preparation of engineering reports on results of research, development, and testing of advanced technologies.
Provide system engineering support to state agencies regarding alternatives available, communications engineering, training, and identification and resolution of system engineering solution/problems. Assist other engineers in the performance of end-to-end communication analysis on common carrier supplied services to verify that they are operating properly and in accordance with state engineering design and specifications.
Assist in the preparation of engineering specifications for operational, communications equipment, technical control centers, interface monitors, data simulators, and analog or digital test equipment as well as review and approve specifications written and submitted by state agencies. Review bid responses from vendors for technical compliance with engineering specifications and make recommendations to management.
Assist engineers to provide product management engineering support to the participating agencies during installation of advanced communication systems and afterwards to assure proper interface, efficient operation, and compliance with technical specification. In the event of non-compliance, recommend the necessary corrective action to management to either obtain compliance or procure equipment from an alternate source.
Provide technical and communication engineering support to other engineers or personnel in the Division, as needed.
Assist in the development and publication of long-range telecommunication plans and the updating of existing plans.
Provide support as needed to the Emergency Operations Center during any declared disaster or emergency. Provide support for ESF-2 as needed to the Emergency Operations Center during any declared disaster or emergency.

Minimum Qualifications:
  • 3 years' work experience in VOIP/UCaaS/CCaaS/SIP/Hosted voice and IP network engineering design services is required.
  • 1 year's work experience in Customer Service is required.
  • Skill in operating a variety of online processing systems is required.
  • A bachelor's degree in information technology, Computer Information Systems, or related field is preferred.
  • Experience managing telecommunications projects is preferred.
  • Experience with Microsoft Office Suite (Word, Excel, Access, PowerPoint) is preferred.
  • Strong background in IP network engineering design is required.
