Job description

Position Title: Drafter ArcGIS CAD Operator II

Location: Fort Knox, KY

Clearance Type: SECRET

Compensation: $23.29/hr.

Responsibilities:

  • Migrate existing plant diagrams into the Fort Knox ArcGIS system, supporting the NEC GIS team. Convert legacy government AutoCAD data into ArcGIS with the intent of ceasing use of AutoCAD no later than 30 June 2025 and thereafter use ArgGIS and associated applications.
  • Prepare detailed drawings, schematics, and layouts using AutoCAD, MicroStation, or similar CAD software.
  • Utilize ArcGIS to incorporate spatial data, create maps, and support planning and design tasks.
  • Interpret field sketches, site surveys, and redlines to update and maintain as-built drawings.
  • Integrate GIS data to ensure accurate spatial representation of assets.
  • Work closely with engineers, designers, and field staff to support project documentation.
  • Maintain drawing/document control and comply with client-specific drafting standards.
  • Assist with data conversion, digitizing, and georeferencing of maps and drawings as needed.
  • Support utility locating and asset management workflows using GIS data.
  • Support CAD blueprint development using AutoCAD Light, including creation of butterfly overlays and manhole activity prints.
  • Maintain both electronic and hard-copy Plant-in-Place (PIP) drawing libraries.
  • Update and manage TMS (Telecommunications Management System) asset databases with drawing and circuit information.
  • Maintain and update site cable/fiber plant drawings for all locations, ensuring accuracy throughout the task order period.
  • Utilize ArcGIS to maintain OSP/ISP drawings, incorporating redline changes and updating GIS layers accordingly.
  • Validate existing cable plant infrastructure, verifying connectivity from demarcation to customer endpoint.
  • Identify and document all network elements including: communications closets, manholes, telephone poles, pedestals, cross-connects, and associated phone numbers.
  • Coordinate closely with the Architecture and Plans Branch to collect redline drawing inputs and circuit documentation.
  • Translate drawings into multiple formats and maintain them in a printable and sharable format.
  • Ensure all GIS blue-line drawings are approved by the COR (Contracting Officer's Representative) prior to final updates.
  • Conduct site surveys as directed by the COR, assessing materials, equipment availability, customer requirements, and preparing cost/time estimates.

Education and Certifications:

  • Associate degree or technical certificate in Drafting, Engineering Technology, or related field.
  • Valid Driver’s License
  • AutoCAD (Microstation V8i)
  • AutoCAD Light
  • Esri Technical Certification for ArcGIS: Foundation, or higher
  • GPS training

Knowledge and Experience

  • 3+ years’ experience in CAD drafting (ArcGIS, AutoCAD, MicroStation, etc.) and geospatial tools.
  • 1+ year experience in IT/Telecommunication cable plant infrastructure operating environment.
  • Proficiency in the following software: AutoCAD MAP3D 2014 or above, Microstation V8 or above, 2007 Microsoft Office or above (including Access), Visio, Feature Manipulation Engines, Database links, and Visual Basic Applications (VBA).
  • Proficiency with ArcGIS software and familiarity with GIS layers and redlining techniques.
  • Demonstrated experience with ArcGIS for map creation, data analysis, or integration with CAD, including .pdf conversions.
  • Familiarity with civil, telecom, electrical, or mechanical drafting standards.
  • Ability to read and interpret engineering drawings, specifications, and field notes.
  • Ability to read, interpret, and update engineering drawings, schematics, and circuit diagrams.
  • Ability to set up new maps in correct projection.
  • Ability to measure survey and create maps of new areas and infrastructures.
  • Ability to measure survey and create floor plans of existing structures.
  • Knowledge and ability to create logical circuit “one-line” diagrams, equipment details, and rack elevations.
  • Strong attention to detail, time management, and communication skills.
  • Experience following and documenting cable/fiber paths and telecommunications infrastructure.
  • Familiarity with scanners, plotters, and other drawing production equipment.
  • Strong organizational and documentation skills, with attention to technical accuracy.
  • Ability to work independently while coordinating with multiple teams and stakeholders.
  • Ability to meet tight deadlines (e.g., redline changes updated within 10 working days).

Desired Qualifications:

  • OSHA Confined Space
  • Experience working in a DoD, telecom, utility, or facilities environment.
  • Experience with Esri’s ArcGIS Online (AGOL) or Enterprise Portal environments.
  • Knowledge of GIS data formats (shapefiles, geodatabases, etc.) and coordinate systems.
  • Familiarity with NCS (National CAD Standards) or client-specific CAD/GIS standards.
  • Esri Technical Certification for ArcGIS
