POSITON SUMMARY: 

The Superintendent of Safety, Technical Operating Policy & Procedures, is accountable for managing the development, implementation and evaluation of Service Delivery (SD) operating rules and procedures to enhance the safety, efficiency, and dependability of the rapid transit system. Responsibilities include identifying and reviewing operations issues impacting service delivery, acting as a liaison with interdepartmental divisions on issues relating to service, planning/enhancement, delay recovery, and system safety matters. The incumbent will be on call 24ll to respond to emergency situations and be responsible for conducting special investigations for operational incidents, and for performing field audits and inspections. Responsibilities also include writing and distributing Service Delivery Bulletins and Notices, as well as managing the HEEP Program and Service Delivery website. The incumbent participates in the design and development of new car procurements and ensures that Service Delivery's requirements and needs are addressed and included in the car specifications. This position is responsible for Service Delivery's probationary employees' operational infractions and recommends remedial action, having authority over a peak annual average of 893 probationary train-crew employees. This role also acts as a subject matter expert for court cases, exam preparation, and labor relation issues. The Director, Operating Policy & Procedures, also contributes to Computer Based Train Control (CBTC) related operational procedures and processes.

RESPONSIBILITIES: 

  • Develop, maintain, and evaluate Service Delivery operating rules, procedures, and policies.
  • Analyze operational data and trends to identify inefficiencies and implement process improvements.
  • Act as a liaison with internal divisions on service performance, delay recovery, planning, and system safety.
  • Respond 24/7 to emergency situations including collisions, derailments, fatalities, and other incidents.
  • Conduct special investigations, field audits, and inspections; determine causal factors and policy compliance.
  • Issue and distribute Service Delivery Bulletins, Notices, and manage the HEEP Program and SD website.
  • Participate in the design and development of new subway car procurements to ensure Service Delivery needs are included.
  • Oversee operational infractions involving probationary employees and recommend corrective action.
  • Support mobile device deployment and management (iPads, smart phones) for SD managers and supervisors.
  • Support procurement, testing, and implementation of new radios; develop SD communications protocols.
  • Perform field surveys for major DOS initiatives such as platform barrier installations, ADA platforms, capital projects, FDNY tunnel inspections, OPTO drills, and other stakeholder requests.
  • Represent Service Delivery as a subject matter expert for the Law Department during court appearances and operational reenactments.
  • Contribute to Communications Based Train Control (CBTC) operating procedures and processes.

EDUCATION AND EXPERIENCE: 

  • A bachelor's degree in public administration, transportation management or a related field of study, and seven (7) years of full-time related experience of which four (4) years must have been in a managerial/supervisory capacity.  
  • A satisfactory equivalent of education and experience.  

DESIRED SKILLS: 

  • Extensive experience in NYCT operating environments and comprehensive knowledge of the subway system.
  • Knowledge of NYCT/Subways/Service Delivery policies, procedures, rules, regulations, rolling stock, new technology cars, work equipment, signal systems, and car maintenance requirements.
  • Strong understanding of emergency response, safety protocols, and operational incident procedures.
  • Track Safety and Track Flagging certifications.
  • Excellent project management, problem solving, and conflict resolution skills.
  • Strong oral and written communication abilities.
  • Ability to evaluate technical operations across multiple Service Delivery titles including Conductor, Tower Operator, Train Operator, Assistant Train Dispatcher, Train Dispatcher, and Train Service Supervisor.
