Position Overview
Starting Salary Range is $89,876.80 - $94,461. The initial salary offer is commensurate with education and related work experience.
The Network & Telecom Operations Manager is responsible for overseeing technical support for computer systems, network applications, web-based solutions, and Voice over IP (VoIP) services across all areas of the College. This hands-on managerial role facilitates the effective integration of technology into the College's core mission through comprehensive planning, end-user training, consulting, and various support activities. Key responsibilities for this role include oversight for Network Management, System Development, Data Integrity, Technology Promotion, Telecommunications Management, and Strategic Planning. This role reports directly to the Vice President of Information Technology / Chief Information Officer.
More specifically, this role has responsibility for:
  • Network Management: Develop, enhance, and manage the College's enterprise networks to ensure high-speed, seamless, and effective connectivity among all information resources.
  • System Development: Create and maintain reliable, secure, and innovative information systems that support instructional, administrative, and network facility functions.
  • Data Integrity: Oversee the collection, storage, security, and integrity of electronic data while ensuring appropriate access controls are in place.
  • Technology Promotion: Advocate for new applications of information technology within the institution, supporting innovative and exploratory technology initiatives.
  • Telecommunications Management: Install and relocate telephone and network cabling and related equipment. Maintain the VoIP phone system, voicemail, and billing system. Track and manage monthly telephone billing for all departments, and communicate with outside vendors (e.g., Verizon and AT&T Long Distance) regarding telecommunications needs. Troubleshoot network and telephone issues for classrooms and faculty/staff offices.
  • Strategic Planning: Provide recommendations for effective strategic and tactical planning in the use of technology to enhance operational efficiency.

Essential Duties & Responsibilities
  • Provide fast & reliable access to all information systems.
  • Implement network security for the Local Area Network and Wide Area Network.
  • Ensure resolution of network-related problems.
  • Supervise and coordinate work assigned to the Network Support Technicians and Telecom Technicians.
  • Recommend hardware, software licensing, and maintenance contracts.
  • Oversee troubleshooting, systems backups, archiving, and disaster recovery and provide escalated end-user support.
  • Ensure all communications are operational daily, supporting student, staff, and faculty needs.
  • Work with project teams (faculty and staff) to help implement internal systems.

Additional Duties & Responsibilities
  • Direct weekly meetings with employees under supervision.
  • Conduct yearly evaluations of employees under supervision.
  • Facilitate technicians' uniform standard operating procedures for labs and staff.
  • Communicate with end-users on quality assurance issues provided by those.
  • When requested, assume responsibilities of Chief Information Officer in her absence.
  • Must be on call 24/7 for system issues or outages.
  • Must work evenings, weekends, and holidays if needed.
  • Travel to Information Technology training and conventions to stay up with the latest technology.
  • Perform other duties as assigned.

Minimum Education, Experience, Knowledge, Skills & Abilities
  • Bachelor's (or higher) degree in Computer Science, Computer Information Systems, or a related field
  • Five (5) years related work experience providing effective technology support for a Windows Active Directory and Cisco infrastructure environment
  • Experience with Active Directory management in multi-domain environment:
    • ACL
    • Group Policies
    • Windows Server OS
    • DHCP
    • DNS
    • User Account Management
  • Experience with Exchange Server/Office 365 (email)
  • Experience with ISA Server/ASA/IPS (firewalling & security)
  • Previous Print Server management experience
  • Experience with System Backups/Disaster recovery (Barracuda Backup with Cloud storage)
  • Experience managing and configuring Cisco Nexus core, switches, routers, Wireless Controller, UCS environment, and ASA firewall
  • Experience with VOIP - Cisco Call Manager & Unity Voice Mail
  • Experience implementing and supporting numerous student and administrative network applications
  • Experience managing and configuring network servers and storage (RAID, iSCSI)
  • Experience with virtualization using Hyper-V technologies
  • Demonstrated ability to learn new technologies
