Job description

Job Information Open to the general public and any current Municipal employee. This position is represented by the Anchorage Municipal Employee Association (AMEA) and is subject to the provisions of the current agreement between the Municipality of Anchorage and the Union. DEPARTMENT: Development Services HOURS OF WORK: Monday to Friday, 08:00 to 17:00 LOCATION: 4700 Elmore Road Employees who are hired or rehired to any position shall be placed at the entrance pay step, and advancement from the entrance step to the maximum step within a pay grade shall be by successive steps.

Remote work schedule opportunities (telecommuting) may be considered after successful completion of probation, at the discretion of management and with the approval of the department head. Not all positions are eligible for remote work (telecommuting) per P&P 40-40. To be considered for employment, candidates must be legally authorized to work and accept employment in the United States.

The Municipality of Anchorage is not able to provide any type of sponsorship, including Student Visas and Employment Visas, under any circumstances. Example of Duties Under general direction of the Permitting Manager, the Permitting Data and Licensing Officer is responsible for the support of the public counter, clerical duties, and cashiering and reporting functions of the Permit Management Division. This position is accountable for verifying State of Alaska (SOA) and Municipality of Anchorage (MOA) licensing processes for all contractors, licensing examination and issuance processes, and records/archive retention and processing.

The Permitting Data and Licensing Officer also provides assistance in accounting reporting functions for financial processes and permitting needs, processes basic permits, and provides backup assistance to the permit counter technicians as needed. Other duties include, but are not limited to, ensuring contractor/general public check-in process is complete, directing contractors and general public to the correct department(s) or discipline(s) housed within the building, answering general questions, assisting with contractor licenses and permits, assisting code enforcement officers with documentation of licensing and permit violations, answering telephones, receiving and processing payments, making copies, and other duties as assigned. This position also provides assistance to the Permitting Manager for permit evaluations when workload allows.

Minimum Qualifications / Substitutions / Preferences Bachelor's degree in Accounting, Business Administration, Computer Information Systems, Finance or similar discipline and experience in the field related to the position. OR Associate's degree in Accounting, Business Administration, Computer Information Systems, Finance or similar discipline and two (2) years of experience in the field related to the position. OR High school diploma, GED or equivalent and four (4) years of experience in the field related to the position.

Employment is conditional based on a satisfactory background check which includes criminal, education, and employment history. Additional Important Information Preference will be given to Anchorage Municipal Employees Association (AMEA) employees. AMEA employees who are successful in the screening process will be forwarded to the department for consideration prior to any non-AMEA candidates.

A Background Check encompasses criminal history, verifying education, and verifying dates of employment. The minimum qualifications of the position must be met for preference consideration. Individuals currently serving as a member in good standing in the National Guard or the organized military reserves who wish to be considered for interview preference, as permitted in Municipal Personnel Rules 3.30.031 D, must attach proof of current service to the application. Proof of current service can be shown by submission of a statement of service which, at a minimum, shows the full name, date of birth, Social Security Number, date service began, branch of service, rank, name of command providing the information, and unit of assignment

The statement of service must be on a form or letterhead of the individual's command organization, and shows the name, signature, title, and contact information of the signer providing the statement of service. The minimum qualifications of the position must be met for preference consideration. The Municipality of Anchorage is an Employer of National Service.
