Job description

Office Location

Any Apex Office: Fargo, Bismarck, Dickinson, Minot (ND) or Detroit Lakes, St. Cloud, Minnetonka (MN)

Overview

This senior-level position offers the opportunity to maintain and develop Apex’s Municipal services for public and private clients. The individual will manage and grow Apex’s Municipal services in the Minnesota (MN) and/or North Dakota (ND) markets, develop and execute revenue goals, monitor project budgets, recruit key staff, and pursue new project and client opportunities. The role reports directly to the Municipal Sector Leader and requires in-person meetings with municipal engineers and operations personnel.

Essential Tasks and Duties
  • Manage all aspects of client relationships, including discussing potential project opportunities and reviewing RFPs and contracts.
  • Establish and maintain strategic partnerships to win work and deliver high-quality municipal and infrastructure design and construction services.
  • Collaborate with sector leaders on pursuits and staffing.
  • Execute the strategic plan initiatives and goals for the MN/ND municipal sector.
  • Mentor project engineers in contract development, profitability, and risk management.
  • Participate in business development and marketing activities for municipal services with new and existing clients.
  • Attend conferences and professional seminars to promote the company and grow MN/ND municipal services.
  • Coordinate project pursuit efforts by prospecting, positioning, proposing, and performance for high-impact projects.
  • Participate in municipal leadership team meetings.
  • Recruit strategic positions to meet growth goals.
  • Communicate effectively in public meetings and seminars.
  • Provide the Municipal Sector Leader with financial and progress reports on MN/ND operations.
  • Stay abreast of latest civil engineering advancements and recommend improvements.
  • Follow company handbook and safety policies.
  • Perform responsibilities ethically with attention to detail.
  • Work independently and collaboratively within a multidisciplinary team.
  • Engage in professional organizations and community leadership programs.
  • Travel and out-of-town stays may be required.
  • Work may frequently exceed 40 hours per week.
  • Other duties as assigned.
Qualifications
  • Bachelor’s degree in civil engineering, 10+ years of municipal engineering experience and a minimum of 7 years of project management experience, predominantly in MN and/or ND.
  • Licensed engineer in MN and/or ND.
  • Preferred experience in municipal engineering, construction, and public works/utilities in MN and/or ND.
  • Experience with public agencies in Minnesota and/or North Dakota.
  • Business development and personnel management experience in consulting engineering preferred.
  • Involvement in relevant professional organizations is beneficial.
  • Working knowledge of AutoCAD, Civil 3D or other CADD-based civil design software is a plus.
  • Proficiency with Microsoft Windows/Office (Word, Excel, Outlook, PowerPoint).
  • Excellent written and verbal communication skills.
  • Detail‑oriented, self‑motivated with strong interpersonal and organizational skills.
  • Valid driver’s license or ability to obtain one.

Base Salary Pay Range

$125k – $175k (Actual base pay is dependent on several factors, including experience, education, licensure, job location, and internal equity.) EOE/AA
