Job description

Code Enforcement/Animal Control Officer

Performs a variety of working level technical duties related to enforcing the provisions of City laws, codes, ordinances, regulations and other legal issues related to streets, sidewalks, parking strips, abandoned vehicles, snow, weeds, signage, and hazardous and nuisance abatement issues. Enforce city ordinances including those related to domestic animals, and livestock. Drives and is actively engaged in the enforcement of all City ordinances and oversees the daily operation of Code Enforcement within the City along with providing the highest levels of service possible through enforcement and ordinance education to the public.

Job Responsibilities

  • Performs customer service to the general public.
  • Receives calls for service regarding loose animals, parking violations, and city code violations.
  • Assists with walk-in public and handles information and report requests.
  • Performs fingerprints for the general public.
  • Assists patrol with unlocking vehicle's, traffic hazards, and other duties.
  • Operates personal computer to enter data from case reports into a computerized record keeping system.
  • Fills in for Records Clerks when needed.
  • Types reports regarding animal and code enforcement violations, and follows up on those cases.
  • Follows up on cases taken by patrol officers which need further follow up.
  • Assist patrol officers with traffic congestion caused by traffic accidents.
  • Issues citations for various city code violations.
  • Attends neighborhood outreach and other community programs.
  • Clean and maintain vehicle and other special equipment.
  • Prepare for court cases and testify if needed.
  • Perform ongoing public relations to enhance the image of the department within the community.
  • Perform community tours of the police department and police vehicles.
  • Performs other related duties as assigned.

Qualifications

Education and Experience

A. Graduation from high school or equivalent AND

B. Two (2) years of responsible experience in Animal Control/Code Enforcement; Preferred currently attending Utah Post Academy or LEO Certified

Certifications Required:

  • Must possess a valid Utah driver's license.

Knowledge, Skills and Abilities

  • Knowledge of animals and experience in the animal field.
  • Knowledge of or previous experience in Code Enforcement.
  • Working knowledge of state criminal codes and penalties associated with various offenses.
  • Proper grammar, spelling, and punctuation
  • Working knowledge of the Spillman reporting system is preferred.
  • Telephone etiquette.
  • Operation of a variety of types of standard office machines, including computer terminal, fax machine, copy machine, etc

Ability to:

  • Ability to exercise initiative, independent judgment and to act resourcefully under varying conditions.
  • Maintains strict confidentiality related to sensitive administrative and legal information; develop effective working relationships with supervisors, fellow employees, and the public.
  • Communicates effectively both verbally and in writing.
  • Work under time pressures and work deadlines; work in an environment requiring continuous sitting
  • Ability to follow routine verbal or written instructions
  • Ability to issue citations and deal with stressful situations
  • Ability to read maps and locate properties.
  • Ability to handle difficult animals and citizens.
  • Maintain a Utah valid driver license.

Compensation and Benefits

Wage Range:

Full wage range is as follows. Please note hiring will normally occur at the minimum of the range and will not exceed the midpoint.

Minimum - $22.13/hr. Midpoint - $26.56/hr. Maximum - $30.99/hr.

Benefits :

The City offers a competitive benefits package including several health insurance options (one of which has a $0.00 employee premium payroll deduction with Wellness program participation), dental insurance, life and long-term disability insurance, an EAP (including mental health short-term counseling services) for the whole family, a free Teledoc program for the whole family, monetary incentives for wellness program participation, and a HSA (health savings account) with an Employer match. The City also offers the employee the option to elect to add on Vision, Accident, Hospital, Critical Illness, additional Life Insurance coverage and FSAs (flexible spending accounts). The City participates in the Utah Public Retirement System (pension). In addition, the City does not participate in Social Security so no Social Security taxes are deducted from your paycheck. In lieu of the City's Social Security contributions, the City contributes 6.2% of salary into a 401(k) retirement plan. Leave time benefits include 120 hours of paid time off (PTO) accrued annually, 40 hours of short-term medical accrued annually, and 11 holidays annually.
