Description
The Utilities Program Engineer will serve as a manager for municipal utility engineering programs, including, but not limited to water, wastewater, wastewater treatment, stormwater design, development review, as well as construction administration and inspection
Examples of Duties
  • Conducts preliminary review of studies and project designs, plans, specifications, estimates, reports, and standards pertaining to the construction, maintenance, and operation of utility projects
  • Confers with contractors, developers and consulting engineers regarding plans and developments relating to City utility infrastructure
  • Reviews plans for compliance with City requirements
  • Serves as the division liaison for project inquiries related to budget, schedule, program, and reporting
  • Liaison for various County organizations concerning federal, state, and local funding opportunities
  • Manages specific contracts and supports section managers in contract management
  • Provides project coordination with City departments and external stakeholders such as consultants, vendors, contractors on all division projects including review and revision of scopes of work, proposals, purchase orders and requisitions and invoicing
  • Reviews development submittals for conformance with City standards and coordinates with City's administrative team to efficiently process applications
  • Supports the progress of projects through the contract review, bid and RFP processes, and all phases of contract completion as needed
  • Provides oversite of the review of project As-Builts and coordination with City utility map development and GIS program
  • Leads, in partnership with the City's consulting engineers, development pre-construction meetings to ensure City policies and expectations during development activities
  • May assist with the development of the City's annual capital improvement program
  • Coordinates and provides development engineering guidance to inspectors to ensure proper construction and standards are followed
  • Assists staff and/or vendors in facilitating the purchasing process for projects
  • Reviews and approves monthly invoicing from consulting firms or vendors for assigned projects
  • Composes letters, emails, and memoranda for signatures
  • Drafts "Notice to Proceed" letters for division operating projects
  • Prepare weekly and monthly project status reports
  • Develops and drafts various division documents, reports, and project-related materials
  • All other duties as assigned

Typical Qualifications
EDUCATION/EXPERIENCE
  • Bachelor's Degree in Civil Engineering, Project Management, Business Administration, Finance, Public Administration, Urban Planning, Information Technology, or a related field is required. Alternatively, candidates may qualify with a minimum of eight (8) years of relevant experience as outlined in the "Key Responsibilities" section
  • Professional Engineering (PE) license
  • Technical and professional level experience in utilities and public works engineering projects
MINIMUM QUALIFICATIONS
  • Knowledge of budget, finance, and project management information systems
  • Knowledge of automated project management documentation, tracking, and control processes
  • Knowledge of design and construction means and methods
  • Knowledge of laws and regulations pertaining to civil engineering, municipal improvements, and public works projects
  • Knowledge of general management practices and principles
  • Knowledge of principles and procedures of public administration and project management
  • Skill in identifying, analyzing, and isolating problems with ability to devise resolutions
  • Skill in interpersonal skills, communications, team building, facilitation, networking, and negotiations
  • Ability to coordinate, lead, and supervise work completed or performed by others
  • Ability to apply computer applications and software, such as Windows, Microsoft Office applications, Internet, Adobe Acrobat GIS, and auto CAD
  • Ability to provide tactful and appropriate responses to inquiries from the public, developers, builders, other departments, or agencies
  • Ability to coordinate and resolve issues arising during project delays in business, operations, or construction activities
