Software Resources has an immediate, contract job opportunity for a Business Analyst – Public Safety CAD Implementation with a major organization in Baltimore, MD.
Have to be and eligible for CJIS certification (background check will be required).

Summary:
The Business Analyst is responsible for leading business process discovery, workflow analysis, documentation, and operational assessments in support of Computer-Aided Dispatch (CAD) procurement and implementation projects. This role works closely with public safety stakeholders, operational leadership, dispatch personnel, technical teams, and project managers to understand current-state operations, identify opportunities for improvement, and develop recommendations that support future-state business processes and system configuration.
The Business Analyst applies industry-standard business analysis methodologies to document operational workflows, facilitate stakeholder engagement, perform gap analyses, and translate business needs into actionable documentation that supports procurement, implementation, and organizational change initiatives.
Key Responsibilities:
Business Discovery & Stakeholder Engagement:

  • Collaborate with project leadership and client representatives to identify project stakeholders and develop engagement plans.
  • Schedule, coordinate, and facilitate stakeholder interviews, workshops, focus groups, and operational observation sessions.
  • Conduct structured interviews with operational personnel including:
    • Telecommunicators
    • Dispatchers
    • Supervisors
    • Public safety leadership
    • Technical support staff
    • Cross-functional agency representatives
  • Build strong working relationships with stakeholders while ensuring minimal disruption to daily operations.
  • Conduct follow-up meetings to validate findings and clarify business requirements.


Operational Observation & Workflow Discovery:

  • Observe day-to-day operational activities to understand business processes and organizational workflows.
  • Analyze end-to-end workflows including:
    • Call taking
    • Call entry
    • Incident creation
    • Dispatch operations

    • Interagency coordination
    • Alternative responses
  • Document interactions between personnel, business processes, and supporting technology.
  • Identify:
    • Manual processes

Business Process Documentation:

  • Develop comprehensive documentation of current-state operational processes.
  • Create process documentation using industry-standard business analysis techniques.

    • Functional workflow matrices
    • Decision trees
    • System interaction documentation
  • Document:
    • Decision points
    • Exception handling
    • Workflow dependencies
    • Operational coordination requirements
  • Validate documentation with business stakeholders to ensure completeness and accuracy.


Workflow Analysis & Operational Assessment:

  • Evaluate existing business processes against industry standards and best practices.
  • Conduct workflow assessments to identify:
    • Inefficiencies

    • Operational risks
    • Reporting limitations
  • Analyze opportunities for:

  • Provide business guidance supporting system configuration and implementation planning.
  • Develop executive-level summaries of findings and recommendations.

Presentation & Facilitation:

  • Facilitate workflow validation sessions with stakeholders.

  • Lead discussions to achieve stakeholder consensus on future-state business processes.
  • Support procurement and implementation planning through business process presentations.


Required Qualifications:

  • Bachelor''s degree in Business Administration, Information Systems, Public Administration, Criminal Justice, or related field (or equivalent work experience).
  • 5+ years of Business Analysis experience.
  • Experience conducting business process analysis and workflow documentation.
  • Experience facilitating stakeholder interviews and workshops.
  • Strong knowledge of business process modeling techniques.
  • Experience creating process maps, swimlane diagrams, and workflow documentation.
  • Excellent written and verbal communication skills.
  • Strong analytical and problem-solving abilities.
  • Ability to work independently and manage multiple priorities.


Preferred Qualifications:

  • Experience supporting public safety, emergency communications, law enforcement, fire, EMS, or government organizations.
  • Experience with CAD, Records Management Systems (RMS), or Public Safety Answering Point (PSAP) operations.
  • Familiarity with public sector procurement and system implementation projects.
  • Experience with workflow modeling tools.
    • MS Visio
  • Knowledge of business process improvement methodologies.
  • Documented Technical writing experience
