THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a FINANCIAL MANAGEMENT ANALYST, Position Description Number T5127P01 and is part of the KS United States Property And Fiscal Office, National Guard.

As a FINANCIAL MANAGEMENT ANALYST, GS-0501-09 you will examine, analyze, and interpret finance and accounting data, records, and/or reports to determine conformance to federal appropriation law. Evaluate facts presented to ensure validity, accuracy, and completeness of claims for customers. Request additional information and/or documentation, as required in order to make determinations on a payment's status to ensure timely and accurate payment. A thorough knowledge of the DJMS, DCPS, GFEBS, WAWF, DTS, and CAPS systems are required to examine, review, research, and correct payment transactions for pay accounts not covered by standard rules and regulations. Verify that substantiating documents are in proper order for authorized entitlements, support payments, to include command approval. Review and process special pay actions or problem cases generated by computer processing problems. Use system generated data to identify information in the system causing problems. Other duties as assigned.
Telework: ELIGIBLE FOR SITUATIONAL TELEWORK ONLY, INCLUDING EMERGENCY AND PRESCRIBED "UNSCHEDULED TELEWORK"
Work Schedule: This position works on a 5/4/9 compressed work schedule that consists of a 5 day workweek, then a 4 day workweek ( 8 nine-hour days and 1 eight-hour day and an SDO, Scheduled Day Off) to complete the 80 hour pay period. Work schedule is subject to change based on mission requirements.

  • Financial Management Certification Program. Achieving certification is a condition of employment. Members of the financial management workforce must achieve the appropriate certification level for their positions within 2 years of notification.

  • May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.

Qualifications
GENERAL EXPERIENCE:
Must have general experience that demonstrates you have the ability to:
  1. Analyze problems to identify significant factors, gather pertinent data, and recognize solutions;
  2. Plan and organize work; and
  3. Communicate effectively orally and in writing.
  4. Skill in collecting and analyzing data effectively, efficiently, and accurately;
  5. Skill in applying procedures and directives by reading and interpreting program material;
  6. Skill in presenting formal training presentations and briefings;
  7. Ability to prepare reports and presentation formats.

Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work.
SPECIALIZED EXPERIENCE: Musthave at least one year experience equivalent to the next higher level, with the fundamental working experiences practices, methods, and techniques of finance and accounting processes. Must be skilled in planning and developing the analysis, reviews, and examinations of pay accounts, interpreting findings, and developing or modifying methods and techniques to resolve a variety of identified problems/issues. Skill in utilizing computer assisted techniques, statistical sampling, interviews of required personnel, and/or other methods of obtaining required data.
Education
Graduate Education: Education at the graduate level in an accredited college or university in the amounts shown in the table meets the requirements for positions at GS-09. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Completed undergraduate or graduate education, the awarded college degree should be in one of, or a combination of the following disciplines: accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management

or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related
