Position Summary
Assess, coordinate, report, and evaluate the operationalfunctions of Mecklenburg County Health Department chronic disease preventionand food security programs to ensure high-impact, cost-effective, andcustomer-oriented services are provided. The Health Program Manager will berequired to manage programs, contracts/grants, and partnerships in accordancewith agreed-upon chronic disease prevention program management. This managerialposition is responsible for the development or review of programs, grants,policies, and procedures that adhere to local, state, and/or federal legal andregulatory requirements of assigned programs. The position works with theSenior Health Manager of the Office of Chronic Disease Policy & Prevention,County departments, and community partnerships to reduce the burden of chronicdisease health disparities through food security, tobacco prevention, and builtenvironment initiatives, partnerships, and policy advocacy. Ensure the teamis compliant with the operational functions of their jobs. This role emphasizesdata-based approaches to improving processes for sustainable solutions throughpolicies, systems, and environments.
EssentialFunctions
• Interpret and ensure compliance with program policies, procedures and standards
• Manage and direct day to day services staff and resources of assigned healthprograms
• Participate in community level planning to develop partnerships with healthcareproviders and areas of collaborative practice to ensure programs' needs are met
• Assist with identifying funding opportunities and developing funding proposals
• Participate in the development of policies and procedures for assigned area ofresponsibility
• Oversee education programs based on needs of target population
• Manage routine financial, service, and strategic planning reporting, includingresponding to data requests from County leadership.
• Collaborate effectively with external partners and community agencies
• Provide leadership for assuring and coordinating the availability of servicesto participants receiving health department services
• Respond in cases of urgent and/or emergent events that require public healthinterventions. Employees may be trained for and assigned duties unrelated totheir regular work; work outside normal business hours and workdays and/or in adifferent work location may be required. Emergency events include, but are notlimited to, communicable disease outbreaks, severe weather situations (e.g.snow or ice storms, tornados, hurricanes), natural disasters (e.g. earthquakes),fire, or power outages, and acts of terrorism.
MinimumQualifications
Experience:

Minimum ofsix years of public health, healthcare and/or regulatory experience; and oneyear of supervisory experience or completion of an approved supervisorytraining program.
Education:
Bachelor'sdegree in Public Health, Public Administration, Business Administration orrelated field
