The Prince George's County Office of Central Services (OCS) is currently seeking qualified applicants to fill a Project Manager (Contract Project Coordinator 4G) position, grade G27, in the Capital Improvement Program Division. About the Position This is senior-level professional office and field engineering work involving the review of bid documents, procurement activities, design coordination with architectural teams, invoice processing, scope development, project inspections, preparation of independent cost estimates, and review of specifications as part of monitoring County construction projects. Work assignments include extensive liaison and coordination among County departments and agencies, as well as private firms involved in construction projects.

Work is performed in accordance with established departmental and County policies and procedures under the general supervision of a technical superior. Performance is evaluated based on the timeliness, accuracy, and adherence to established guidelines, rules, and regulations in the completion of assigned work. About the Agency The Office of Central Services is a multifaceted agency of the Prince George's County Government providing government-wide, mission critical support services in the areas of facilities operations and management, contract administration and procurement, fleet management, real estate, construction, administrative services and small, local and minority business development.

We make government operations operate better for the government. Examples of Work Spearhead the development and reviews all design/construction of County major New and renovation of major and minor construction projects; ensuring projects are executed on time and within budget. Counsel management in developing and monitoring construction contracts and solicitations, improving management methods and procedures to ensure projects are completed within the established time frame and per County standards for facility system projects.

Assist management in identifying and resolving construction and/or contract problems as it relates to cost, design, and active construction criteria. Collaborate with using agency representatives in resolving problems resulting from changes in work, which significantly impact jobs and associated employees. Assist management in reviewing all drawings and specifications to ensure design documents are as per County standards.

Advise and negotiate all design and construction related contracts, agreements, and cooperative agreements with other government agencies in which the County is involved. Serve as special project coordinator for various construction or design related projects, evaluates various project alternatives/value engineering options and recommends best solutions to management. Assist in developing and reviewing all design/construction related estimates, while recommending value engineering as appropriate and ensuring funding is used in accordance with operating budgets.

Serve as County representative to local, state, and federal agencies involved in the assigned construction related projects. Serve as the subject matter expert for Federal, State and Local agencies requirements to ensure necessary approvals are obtained. Analyze the impact of proposals and/or change proposals, make forecasts, draft important communication.

Prepare and present project updates to senior management officials. Lead the establishment of professional contacts between County agencies and the associated County based small businesses as needed, to ensure cooperative and collaborative working relationships for all projects. Assist in developing a new 'Platform as a Service' (PAAS) system for active construction and design related projects, ensuring improved project communication, project visibility, project management, and well-organized project closeout; utilizing facility force.

Serve as special project coordinator for various design and construction of large and small projects. Must be willing to work with all County agencies including the Department of Corrections, Police Department and Prince Georges County Memorial Library System. Willingly performs other tasks and duties assigned, which may not be specifically listed in the position description; however, are within the general occupational category and responsibility level associated with the employee's class of work.

Qualifications Minimum Qualifications Candidates must meet all minimum qualifications listed below to be eligible for additional consideration: Graduation from an accredited college or university with major course work in Structural or Civil Engineering, Architecture, or a closely related field. Four (4) years of experience in inspection, construction supervision or construction engineering, with one (1) year of related supervisory experience. Must possess and maintain a valid Class C driver's license.

An equivalent combination of education, experience and training which provide the required knowledge, skills, and abilities may be considered. Please note there is no equivalency for the required supervisory experience. Preferred Qualifications Five (5) years of progressively responsible professional experience in project programming, design, project administration, and management of major and minor construction and renovation projects.

Experience managing multiple construction and renovation projects simultaneously, including conducting project walkthroughs, approving submittals, facilitating project meetings, overseeing projects from initiation through completion, and performing warranty inspections and documentation. Working knowledge of Procore, AutoCAD, County procurement platforms, scheduling and cost estimating software, and other bidding-related applications, including experience developing scopes of work, preparing government cost estimates, and coordinating bid solicitations. Advanced proficiency in Microsoft Office applications, including Word, Excel, Outlook, PowerPoint, and Teams.

Experience collecting, analyzing, and converting complex data into written reports and professional presentations for stakeholder review in accordance with County guidelines. Working knowledge of major mechanical and electrical systems related to commercial buildings.
