The primary purpose of this position is: Serves as a Common Operation Picture Manager responsible for integrating all operational command systems providing operational situation awareness in support of Army, Air Force, Marine, and Naval forces conducting Counter Drug/Counter Narco-Terrorism missions.
Please see the additional information section for full summary.Qualifications:In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes the application of a wide range of Common Operation Picture concepts, principles, practices, procedures, and regulations. Application of policies, procedures, regulations, techniques, and practices pertaining to the Air Force, Army, Navy, Marine Corps and DoD relative to operation functions sufficient to provide Common Operating Picture support to all services as the mission requires. Applying Information Operations: Doctrine, Tactics, Techniques, and Procedures; military command and control systems, networks and architectures, their functionality, and integration/employment in an operational environment, to create and manage the COP. Application of Information Systems Security (INFOSEC), network environment, network configuration, standard operating system service and support, and sharing and securing network resources to combine different pieces of information and paint an operational picture for the commander, while safeguarding and preventing classification spillage.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of all digital imagery and geospatial formats and competently applies digital processing techniques in preparing accurate, qualitative geospatial products.
  • Knowledge of and ability to utilize Open Geospatial Consortium Compliant web services and data base technology.
  • Skill in applying analytical methods and techniques to issues or studies concerning the efficiency and effectiveness of COP products.
  • Knowledge of computer software which aids in acquiring and creating graphical and data base coverages which the end products would be JTFN standard planning products.
  • Knowledge of performance characteristics of information technology equipment, systems, services and transmission media to evaluate devices, proposals, and approaches.
  • Knowledge of concepts and principles of sequencing actions, procurement techniques and requirements, and coordination requirements involved in project controls.
  • Skill in handling classified data in accordance with established DoD procedures.
  • Knowledge of procedures and process for disclosing classified and FOUO material to foreign partners.
  • Knowledge of mapping products, web services and digital databases utilized by Boards and Bureaus.
  • Knowledge of procedures and standards for data storage, retrieval and maintenance.
  • Skill in conducting training and framing information appropriate for the audience ranging from Congressional Leaders, and Higher Commanding General to fellow operations personnel.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
