By joining the Division for Air Quality, Program Planning & Administration Branch, Regulation DevelopmentSection as an Environmental Scientist I in Franklin County, you will have the opportunity to help protectKentucky's air quality by supporting the development, promulgation, and implementation of state air qualityregulations.
Holders of the Environmental Scientist I position within the Regulation Development Section will completetasks such as:
  • Under direct supervision, assist in drafting, revising, and promulgating Kentucky air quality regulations.
  • Review changes to federal environmental regulations and evaluate their applicability for adoption into Kentucky's regulatory framework.
  • Research and interpret the Clean Air Act, U.S. Environmental Protection Agency (EPA) guidance, and other federal requirements to support regulatory development.
  • Coordinate with the Legislative Research Commission (LRC) and other stakeholders throughout the administrative regulation promulgation process.
  • Prepare regulatory documents, technical support materials, and responses required for the regulation development and promulgation process.
  • Perform other duties as assigned.
Holders of this job will learn the following skills:
  • How to support public participation through conducting public hearings and managing public comment periods.
  • How to develop and promulgate Kentucky administrative regulations.
  • How to navigate the administrative regulation process, including coordination with the LRC.
Desired candidates possess the following requisite skills or experience applicable to the position:
  • Proficient in using Microsoft Office.
  • Possess excellent written and verbal communication skills.
  • Ability to read, comprehend, and explain complicated environmental regulations.
  • Work well within a team setting in addition to being self-motivated.

Minimum Requirements
EDUCATION:Graduate of a college or university with a bachelor's degree in a natural, biological or physical science OR Graduate of a college or university with a bachelor's degree including or supplemented by 20 semester hours in a natural, biological or physical science.

Working Conditions
Work is typically performed in an office setting. Incumbents in this class may perform work in the field with frequent travel on a statewide basis. An incumbent in this position may be subject to adverse weather conditions, exposure to snakes and insects, water-borne pathogens, broken glass, rusty metal in streams, and hazards common to operation of electro-fishing equipment, which require the following of safety procedures.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
