Description GENERAL PURPOSE Performs a wide range of administrative and technical engineering duties in support of the City's infrastructure needs. The Assistant City Engineer contributes to the planning, review, design oversight, and onsite inspection of municipal and private improvements, including paving, drainage, water quality facilities, and related environmental controls while coordinating projects with internal departments and external partners. Provides support to the Planning & Development Department by assisting with program management, services, and activities related to engineering functions, capital project delivery, and external customer service.
SUPERVISION RECEIVED Works under the direct supervision of the City Engineer. SUPERVISION EXERCISED None. Required Duties ESSENTIAL DUTIES AND RESPONSIBILITIES Review residential and commercial development plans and technical reports for compliance with city engineering standards, including drainage, detention, water quality, environmental protections, floodplain management, streets, and pavement design.
Conduct pre-construction meetings and perform on-site inspections throughout construction to ensure adherence to approved plans and regulatory requirements. Coordinate with other City departments, other public agencies, and private sector entities. Participate in pre-development meetings, development review committee sessions, and other interdepartmental or applicant meetings, providing technical input on processes, policies, and submittals.
Attendance at Planning & Zoning Commission and City Council meetings. Coordinate the City's acceptance of developer-installed infrastructure by overseeing collection and release of required documents, fees, and as-built plans. Evaluate engineering cost estimates to support fiscal security management.
Mande and administer assigned engineering-based programs such as the Municipal Separate Storm Sewer System (MS4) Program, ensuring compliance with TCEQ permit requirements, and review stormwater-related plans, maps, SWPPPs, and reports for regulatory conformity. Process FEMA Letter of Map Revision (LOMR) applications. Recommend updates to the City's Engineering Technical Manuals for transportation and environmental criteria to maintain alignment with City policy and industry best practices.
Manage the City's water quality and detention facility inspection program, including execution of annual pond inspections. Prepare and deliver technical presentations to City Council, Planning & Zoning Commission, the Economic Development Board, and other groups as needed. Provide technical assistance to the public and City staff regarding municipal infrastructure, with emphasis on drainage, transportation, and roadway matters.
Support the City Engineer and the Director in procuring, managing, and coordinating professional engineering consultants. Provide input on the annual Capital Improvement Plan and Water Quality Pond Inspection Program. Coordinate with Public Works on an ongoing basis regarding capital improvement projects, ensuring scope, schedule, and budget compliance.
Maintain GIS datasets related to stormwater, drainage, and water quality infrastructure. Assist in establishing and implementing departmental goals, objectives, and procedures; coordinate activities with other City departments and external agencies; and provide technical guidance to the City Management as needed. Represent the City at local and regional meetings when assigned.
Assist departmental staff with application reviews, code enforcement matters, and other administrative duties as assigned. Conduct daily field observations of ongoing construction to verify materials, grades, alignments, and structural quality. Maintain detailed field logs, photographs, and written reports documenting project progress and compliance.
Performs related duties as assigned. PERIPHERAL DUTIES Attend professional development workshops and conferences. Travel to various destinations in and out of the City.
Attend staff meetings; participate in mandated training and staff development; Qualifications MINIMUM QUALIFICATIONS Education and Experience: At the discretion of the Department Director and/or City Manager, any combination of experience or training may be substituted. Bachelor's degree from an accredited college or university with a major in civil engineering. Minimum of three (3) years of increasingly responsible experience in civil and/or municipal engineering Possession of current licensing as a Registered Professional Engineer issued by the Texas Board of Professional Engineers required, or ability to receive licensing within one year of hire.
Preferred training in the National Flood Insurance Program (NFIP) with a possession of a Certified Floodplain Manager (CFM) certificate, or will obtain and maintain such a Certificate within two years of hire desirable. Possession of or ability to obtain one or more the following designations by EnviroCert International, Inc. (ECI) within one year of hire: Certified Professional in Erosion & Sediment Control (CPESC) Certified Erosion, Sediment, & Stormwater Inspector (CESSWI) Certified Professional in Municipal Stormwater Management (CPMSM) Knowledge of: The City of Bee Cave design criteria, standard specifications, and standard drawings at a detailed level within 3 months of hire; Referenced Local and State regulations and criteria manuals such as City of Austin Criteria Manuals (e.g., DCM, ECM, UCM, TCM); Travis County development regulations, Texas Commission on Environmental Quality (TCEQ) Edwards Aquifer Rules (RG-348 manual), LCRA water quality technical manual; TXDOT manual; FEMA Floodplain regulations and standards for Flood Risk Analysis and Mapping; Low Impact Development principles and development trends and innovative technologies pertaining to water resources/stormwater management; Roadway design and traffic management concepts Federal and State funding sources related to stormwater and drainage and/or transportation; Principles and practices of civil engineering including project planning, design, inspection, and construction; Principles of subdivision and platting; Principles and practices of contract administration; Applicable federal, state and local laws, ordinances, codes, and regulations; and Record keeping and reporting procedures

Use of AutoCAD and GIS software.
