Reports to: Sr. VP, Site Operations
Location: Norwich, NY 13815 (On-Site)

About the role
As a Senior Plant Engineer, you will own the execution of site capital projects and serve as a technical leader for facilities engineering in a GMP-regulated manufacturing environment. You'll lead cross-functional teams to design, build, commission, and transition utility and facility projects into Operations-while ensuring safety, quality, and compliance at every stage.
This role combines hands-on technical leadership, project ownership, and people development, with a direct impact on site performance, reliability, and long-term growth.
This job will have the following responsibilities:
    • Lead capital projects end-to-end
      Own planning, execution, commissioning/validation, and close-out of small to mid-sized facility and utility capital projects. Manage scope, schedules, and capital budgets.
    • Deliver compliant, safe construction
      Ensure all work meets site safety standards and cGMP requirements throughout construction, qualification, and handover to Operations.
    • Drive technical execution
      Write and execute commissioning and validation protocols; approve technical documentation including change controls, POs, schedules, drawings, and sketches.
    • Enable effective change management
      Serve on the Change Control Committee, evaluating and approving changes impacting facilities and utilities.
    • Shape the site's future
      Own and maintain Facilities Master Plans, translating long-term site strategy into phased capital execution plans.
    • Support site operations
      Act as a technical resource for routine maintenance, troubleshooting, and operational support; serve as backup to the Facilities Department Manager.
    • Build and lead teams
      Manage, mentor, and develop Facility Engineers and Construction Managers; set priorities, allocate work, and grow technical capability across the team.
Qualifications & Requirements:
    • Education & experience
      • Bachelor's degree in Mechanical, Electrical, Chemical, or related Engineering discipline with 10+ years of facilities experience
      • or Associate's degree with 15+ years of relevant facilities experience
    • Technical expertise
      • Capital project management in GMP environments (pharma, biotech, or regulated manufacturing)
      • Utilities and facility systems (e.g., HVAC, electrical, mechanical, building infrastructure)
      • Commissioning, qualification, and validation (IQ/OQ/PQ)
      • Change control and technical documentation
      • Proficiency in AutoCAD, MS Excel, and MS Word
    • Leadership & communication
      • Strong written and verbal communication; able to clearly explain complex technical topics
      • Proven ability to lead cross-functional teams and develop junior engineers
      • Excellent analytical and problem-solving skills with strong attention to detail
      • Comfortable managing multiple priorities in fast-paced construction and operations environments
