About the role
Concept Plus is seeking an Account Executive, Health and Civilian Markets to grow the firm's footprint across federal health and civilian agencies. This is a combined growth and delivery role. The person who takes it will own the full arc from customer relationship development through contract award and program execution. They will have access to a centralized growth operations team for capture, proposal, and market intelligence support.
The role is well suited for someone who has deep agency relationships in the health and civilian space, is comfortable generating their own pipeline, and takes personal accountability for the quality of delivery on the work they bring in.
What you'll do
The Account Executive will focus on federal health and civilian agencies where Concept Plus capabilities in Oracle modernization, cloud transformation, and health IT create a natural entry point. Target agencies include but are not limited to:
  • Department of Health and Human Services and its operating divisions including CMS, NIH, FDA, HRSA, and SAMHSA
  • Department of Justice, Department of Homeland Security, and other civilian cabinet agencies
  • Civilian modernization programs with strong alignment to Oracle ERP, cloud migration, or data and AI use cases

Qualifications
  • US Citizen
  • 15 or more years in federal IT services with a focus on health or civilian agency clients
  • Demonstrated track record of developing customer relationships and winning new business in full-and-open competition
  • Hands-on experience leading program delivery, with accountability for schedule, quality, and client satisfaction
  • Familiarity with Oracle, cloud modernization, or federal health IT is a strong advantage
  • Experience working in or alongside mid-tier GovCon firms where independent initiative matters as much as institutional support

Skills and Attributes
  • Ability to leverage a centralized growth operations team effectively while owning the customer relationship and competitive strategy personally
  • Strong understanding of the federal procurement lifecycle, including task order competitions, IDIQ vehicles, and agency budget cycles
  • Credibility with senior government customers at the SES and O-6 level and above
  • Comfortable operating in a growth environment where not everything is built yet
  • Strong communication and client management skills, with a track record of building trust at the program and executive level
