The Combination Inspector I-III performs technical inspection work to ensure compliance with applicable International Code Council (ICC) codes, National Electrical Code (NEC), County ordinances, and related regulations governing residential, commercial, and industrial construction.

Positions in this series report to the Combination Inspector Supervisor. Employees in this series are expected to maintain current knowledge of adopted building codes, construction practices, safety standards, and inspection methodologies. Ongoing training, professional development, and maintenance of required certifications are essential functions of each level within the series.

Examples of Duties for Success Combination Inspector I Under close supervision and guidance, performs routine inspections and develops foundational inspection knowledge and skills. Conduct residential and basic commercial inspections for compliance with applicable building, plumbing, mechanical, energy, and zoning codes. Perform inspections involving water heaters, furnaces, air conditioning systems, roofing, sheathing, footings, foundations, framing, and lath.

Assist with tenant finishes, remodels, additions, and renovation inspections. Review work sites for compliance with approved plans, permits, and construction standards. Document inspection findings and maintain accurate inspection records using County software systems.

Issue correction notices and assist with stop work orders for non-compliant work. Respond to customer inquiries regarding permits, inspections, and code requirements. Support front counter operations, including permit issuance and valuation verification.

Coordinate inspection activities with County departments and outside agencies as assigned. Research basic code questions, complaints, and construction-related issues. Participate in emergency response inspections following fires or catastrophic events under direction of senior staff.

Attend required training and actively work toward obtaining required ICC certifications. Combination Inspector II Under general supervision, performs a broader range of inspections with increasing independence and technical complexity. Independently conduct residential and commercial inspections involving structural, plumbing, mechanical, and energy systems.

Perform inspections for larger or more complex remodels, tenant finishes, and construction projects. Evaluate buildings for occupancy changes, code compliance, and change-of-use requirements. Inspect demolition projects and mobile home installations for compliance with applicable codes.

Interpret approved plans, specifications, and applicable regulations in the field. Issue correction notices, stop work orders, and compliance documentation as necessary. Investigate complaints and resolve code-related issues with contractors, property owners, and the public.

Provide technical guidance to contractors, designers, and homeowners regarding code compliance. Respond independently to emergency inspection situations and assess structural safety and habitability. Maintain inspection documentation and prepare reports related to enforcement activities or legal proceedings.

Support permit review activities and verify permit valuations when assigned. Assist and support less experienced inspectors as appropriate. Combination Inspector III Perform advanced and complex inspection work independently and serves as a technical resource within the division.

Independently perform complex commercial, industrial, and residential inspections involving multiple systems and major structural components. Manage large-scale inspection projects requiring advanced technical knowledge and project coordination. Interpret and apply complex building, plumbing, mechanical, electrical, energy, and zoning codes.

Review complex construction plans and identify code deficiencies or compliance concerns. Conduct inspections involving structural systems, specialized construction methods, and complex installations. Lead responses to emergency or hazardous building situations and determine occupancy or safety status.

Investigate complex complaints, violations, and construction disputes. Issue stop-work orders, compliance notices, and documentation supporting enforcement actions. Serve as a technical resource to inspectors, contractors, architects, engineers, and the public.

Coordinate with other agencies and departments regarding code compliance and enforcement matters. Testify in court or administrative hearings as an expert witness when required. Provide mentorship, technical guidance, and training support to lower-level inspectors.

Qualifications for Success Combination Inspector I Basic knowledge of ICC building, plumbing, mechanical, energy conservation, and zoning codes. Ability to learn and apply federal, state, and local construction regulations. Ability to read and interpret construction plans, blueprints, and specifications.

Knowledge of standard construction materials, methods, and safety practices. Ability to perform mathematical calculations related to inspections and measurements. Ability to communicate professionally and effectively with contractors, property owners, and the public.

Ability to maintain accurate inspection records and use County software systems and mobile inspection technology. Ability to enforce codes with professionalism, consistency, and tact. Ability to work safely in potentially hazardous construction environments.

Ability to obtain and maintain certifications relevant to the role. Combination Inspector II Working knowledge of ICC codes, construction practices, and inspection methodologies. Ability to independently interpret and apply applicable building and zoning regulations.

Ability to identify code violations, evaluate construction quality, and determine corrective actions. Ability to review plans and specifications for compliance in the field. Strong customer service and conflict resolution skills.

Ability to prepare detailed inspection records, reports, and enforcement documentation. Ability to prioritize workload and manage multiple inspections efficiently. Ability to assist and support less experienced staff and provide technical guidance when required.

Ability to obtain and maintain certifications relevant to the role. Combination Inspector III Advanced knowledge of ICC codes, NEC requirements, zoning regulations, and complex construction practices. Ability to independently manage large-scale and technically complex inspections.

Advanced ability to interpret construction documents, engineering concepts, and code applications. Ability to analyze and resolve highly complex code compliance issues. Ability to serve as a technical expert and resource for staff, contractors, and the public.

Strong investigative, problem-solving, and enforcement skills. Ability to prepare technical reports and provide expert testimony when required. Ability to lead difficult customer interactions and maintain collaborative working relationships.

More Qualifications for Success Combination Inspector I Experience: A minimum of two (2) years of construction-related job experience as an inspector, contractor, engineer, architect, superintendent, foreman, or mechanic in charge of construction. Education and Training: High school diploma or GED equivalent.

Completion of college coursework in Building Technology, Construction Management, Architecture, or Engineering from an accredited college, university, or technical school is preferred. License or Certificate: Required license and certifications are conditions of continued employment. Failure to obtain or maintain licenses and certifications will result in disqualification from the position.

Possession of a valid Colorado Driver's License, class "R", with a safe driving record is required. Must obtain and maintain ICC Residential and Commercial Building Inspector certifications within twelve (12) months of hire. Combination Inspector II Experience: A minimum of three (3) years of construction related job experience as an inspector, contractor, engineer, architect, or as a superintendent, foreman, or mechanic in charge of construction.

Minimum of one (1) year direct inspection experience is required to qualify for Building Inspector II. Education and Training: High school diploma or GED equivalent. Completion of college coursework in Building Technology, Construction Management, Architecture, or Engineering from an accredited college, university, or technical school is preferred.

License or Certificate: Required license and certifications are conditions of continued employment. Failure to obtain or maintain licenses and certifications will result in disqualification from the position. Possession of a valid Colorado Driver's License; class "R", with a safe driving record is required Possession and maintenance of the ICC Building Inspector (Commercial & Residential) is required.

The Combination Inspector II must also obtain ONE additional certification from the list below within 12 months. ICC Plumbing Inspector (Commercial and Residential) ICC Mechanical Inspector (Commercial and Residential) ICC Electrical Inspector (Commercial and Residential) Combination Inspector III Experience: A minimum of five (5) years of construction related job experience as an inspector, contractor, engineer, architect, or as a superintendent, foreman or competent mechanic in charge of construction. A minimum of 3 years of direct inspection experience is required to qualify for Building Inspector III.

Education and Training: High school diploma or GED equivalent. Completion of college coursework in Building Technology, Construction Management, Architecture, or Engineering from an accredited college, university or technical school is preferred. License or Certificate: Required license and certifications are conditions of continued employment.

Failure to obtain or maintain licenses and certifications will result in disqualification from the position. Possession of a valid Colorado Driver's License, class "R", with a safe driving record is required. Possession and maintenance of the ICC Building Inspector (Commercial & Residential) is required.

Possession and maintenance of the ICC Plumbing Inspector (Commercial & Residential) is required. The Combination Inspector III must also obtain and maintain ONE additional certification from the list below within 12 months. ICC Mechanical Inspector (Commercial and Residential) ICC Electrical Inspector (Commercial and Residential) Additional Requirements/All Levels Background Check: Must pass a criminal background check.

Special Requirements/All Levels: Essential duties require the following physical abilities and work environment: Ability to withstand exposure to confining spaces, noise, outdoor weather conditions, electrical hazards, dust, and mechanical hazards as these conditions occur on the job. The individual in this position must have the ability to climb ladders to inspect roofs. Individuals must have the ability to lift/carry 50 lbs.
