Rental Housing & Life Safety Inspector / Assistant Town Health Officer

The Town of Hanover is seeking a knowledgeable and community-focused professional to support safe, healthy, and compliant rental housing throughout the community. This position is responsible for rental housing life safety code inspection, code enforcement, rental housing inspection, and rental housing health inspection and enforcement. The incumbent also serves as the appointed Assistant Town Health Officer pursuant to NH RSA: 128, supporting the Towns public health and safety responsibilities.


Essential Duties and Responsibilities

  • Administer the Towns annual rental housing inspection program and certification of rental housing permits
  • Conduct rental housing inspections, re-inspections, and investigations in coordination with the Town Building Inspector and as assigned
  • Monitor property exteriors to ensure compliance with the solid waste ordinance and property maintenance standards
  • Collaborate closely with rental property owners and tenants to promote education regarding tenant rights and responsibilities, landlord obligations, and rental housing safety
  • Enforce applicable life safety, rental housing, and public health codes and standards
  • Serve as Assistant Town Health Officer pursuant to NH RSA: 128 upon recommendation of the Selectboard and appointment by the NH Commissioner of Health and Human Services
  • Prepare and maintain accurate inspection reports, records, and documentation
  • Perform related duties as assigned


Knowledge, Skills, and Abilities

  • Knowledge of life safety, rental housing, and public health codes and standards
  • Knowledge of fire prevention and safety principles
  • Knowledge of state and local public health laws, rules, and ordinances
  • Skill in conducting inspections and investigations
  • Skill in researching, analyzing, interpreting, and applying codes and ordinances
  • Skill in preparing and maintaining accurate reports, records, and files
  • Skill in reading and interpreting maps, blueprints, plans, specifications, and construction documents
  • Ability to establish and maintain effective, collaborative working relationships with coworkers, Town staff, and external partners, including the Hanover Fire Department


Physical Demands and Work Environment

  • Work involves indoor office duties and on-site field inspections
  • Requires standing, walking, bending, stooping, and occasional lifting
  • Travel throughout the community to conduct inspections and investigations


Minimum Qualifications

  • Bachelors degree and specialized training related to the field, plus one to three years of experience in a similar role, or an equivalent combination of education and experience sufficient to perform all major duties
  • Possession of, or ability to obtain within one (1) year of hire, NFPA or ICC Inspector Certification
  • Possession of, or ability to readily obtain, a valid New Hampshire drivers license
