About Our Agency:
South Carolina ETV (SCETV) is the state's public educational broadcasting network. SCETV amplifies South Carolina voices, provides educational experiences and strengthens communities, while working to create a stronger, more connected and informed South Carolina. SCETV provides national and local content to classrooms via internet services Knowitall.org and PBS Learning Media. SCETV also provides teacher training and re-certification in face-to-face and online settings.
Job Purpose:
Works under direct supervision of the Human Resources Manager performing human resources generalist and administrative duties. Collects, compiles, and analyzes HR data, metrics, and statistics, and applies this data to make recommendations related to recruitment, retention, and other workforce management needs.
Job Duties:
Performs administrative office duties and provides customer service such as but not limited to: managing the HR front desk, composing letters, mail merge, and other document processing functions. Performs administrative duties to include answering phones, filing, and data entry. Maintains records management to include: filing; archiving; file retention; and electronic records of employee and other administrative files. Processes incoming and outgoing mail.
Collects and compiles HR metrics and data from a variety of sources including management and employee surveys, exit interviews, employment records, government labor statistics, equal opportunity employment, training and development, worker's compensation, absenteeism, and attrition rates. Prepares reports of data results, presenting and explaining findings to senior leadership. Identifies and recommends reasonable short- and long-term goals, milestones, and benchmarks for key performance metrics. Maintains HR data tools, reporting, and dashboards. Conducts human resources-related research.
Responsible for conducting background checks, reference checks, E-Verify, and Drug/Alcohol testing for selected candidates and employees. Assists with the coordination of programs relating to employee suggestions, awards, service certificates and agency training procedures. Assists with managing NeoGov full-cycle recruitment. Schedules interviews. Serves as back-up in administering benefits, time and leave, and payroll functions. Responsible for accurate reporting of internship and job shadowing. Helps organize training and development initiatives. Prepares new hire paperwork, schedules interviews and onboarding. Facilitates smooth new hire onboarding process, coordinating with cross-functional departments to deliver an exceptional first-day experience.
Reviews, tracks, and documents compliance with mandatory and non-mandatory training, continuing education, and work assessments. This may include safety training, anti-harassment training, professional licensure, and aptitude exams and certifications. Prepares purchase requisitions invoices, reports, memos, letters, and other documents, using word processing, spreadsheets, database, or presentation software. Responsible for coordinating all office purchases and procurement. Maintains archived files. Processes P-card coding and travel documents.
Performs other related duties as assigned.
Minimum and Additional Requirements
A high school diploma and human resources or administrative experience. A bachelor's degree may be substituted for the required work experience.
Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.

Preferred Qualifications
