SewageEnforcement Officer (SEO)

JHA Companies is seeking aSewage Enforcement Officer (SEO) to support municipalities across Pennsylvania.This role blends field work, technical judgment, and municipal coordination,offering autonomy, variety, and the opportunity to serve communities whileworking alongside a collaborative engineering and environmental team. KeyResponsibilities

  • Technical & Field Work
    • Administer the PA DEP Sewage Facilities Program, including soils evaluations, percolation testing, septic system investigations, on-lot system design, and inspection of installations and repairs.
    • Apply sound professional judgment in the interpretation and enforcement of state and local sewage regulations.
  • Regulatory &Administrative
    • Prepare, review, and maintain permits, reports, and records in compliance with PA DEP requirements and municipal ordinances.
    • Manage sewage enforcement assignments from application through final inspection and close-out.
  • Municipal Coordination& Service Delivery
    • Communicate effectively with municipal officials, property owners, and applicants regarding permitting requirements, system options, and project status.
    • Coordinate with internal engineers, planners, and leadership to ensure consistent, high-quality service across assigned municipalities.
    • Support the continued delivery and enhancement of SEO services within municipalities served by JHA.

    Qualifications

    • Licensed Pennsylvania Sewage Enforcement Officer (SEO), or ability to obtain licensure within a defined timeframe.
    • Working knowledge of PA DEP sewage regulations and on-lot sewage disposal systems.
    • Ability to manage multiple projects independently with strong organizational skills.
